Mercy Corps (MC) is a non-profit, non-aligned, secular non-governmental (NGO) humanitarian relief and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for nearly a decade.  Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem and Gaza City offices that implement programs throughout the Palestinian territories.

POSITION SUMMARY:
The Mercy Corps’ “Knowledge Based Transformation” (KBT) portfolio of programs aims to support the expansion of ICT technology enabled industry in the West Bank and Gaza through a variety of interventions including formal ICT sector development, capacity building and market linkage support to existing ICT companies, entrepreneurship and technical training, education and workforce development. With funding from Google, Source of Hope Foundation, and partnerships with other multinational corporations, the KBT programs aim to enhance economic opportunities for the emerging workforce in Palestine, and to promote economic stability and prosperity as a fundamental foundation for a future sustainable Palestinian economy. The Program Coordinator ICT will provide support, oversight, technical consultation and expertise all Mercy Corps ICT programs and program teams in the Gaza. The Project Coordinator will help select tech participants for Google and other ICT trainings. The Program Coordinator will work closely with senior Program Officer on all aspects of program design, implementation and monitoring and evaluation. 

Main Responsibilities:
1-Provide overall support  to ICT development programs in Gaza
2-Support the launch of new ICT program initiatives in Palestine
3-Help select participants for Mercy Corps organized trainings.
4-Design of new program activities, and pre selection process for Gaza developers and entrepreneurs
5-Monitor trainings and provide all support needed.
6-Coordinate visits by Google and other multinational corporations to participate in ICT related missions in Gaza;
7-Contribute developing work plans and support ongoing activities related to ICT and KBT
8-Works cooperatively with Mercy Corps staff, local community, partner NGOs, and other parties.
9-Assists in the design and organization of a large range of trainings.
10-Regularly conducts field visits to the project sites to monitor ongoing work.
11-Generates verbal and written translations of pertinent project documentation as needed/required.
12-Participates in relevant (external and internal) project evaluations and/or needs assessments.
13-Develops, in cooperation with Mercy Corps’ DM&E department, evaluation strategy and monitoring tools.
14-Leads in planning baseline as well as end line data collection in line with the established evaluation strategy.
15-Regularly reports on project implementation/ progress 
16-Liaises and coordinates with other Mercy Corps departments as needed.
17-Performance of work beyond normal office hours as required, without additional compensation.
18-Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
19-Supervise training in Google technologies that include App Engine, Android, HTML5 and Google APIs.
20-Coordinate for Google technical and business events.
21-Other duties as required
22-Good knowledge of English and fluent in Arabic language

ACCOUNTABILITY
REPORTS DIRECTLY TO:   Senior ICT Program Officer
WORKS DIRECTLY WITH:  Senior Program Officer, HR, Admin, Finance and Procurement

KNOWLEDGE AND EXPERIENCE:
-University degree IT, computer engineering or relevant field preferred
-At least two years’ experience working in ICT technologies, preferably developing applications, softer testing and working on iOS and Android
-Proven skills in strategic planning, assessment, training organization, monitoring and evaluation.
-Excellent communication, organizational and prioritization skills and ability to multi-task and support and/or fill multiple positions at one time.
-Demonstrate attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively with the team members.
-Knowledge of Google Technologies
-Understanding of the social, political, and economic context of Palestinian territories, especially in the Gaza Strip.
-Excellent writing skills in English and Arabic.
-Proficiency in MS Office.
