PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps (MC) is a non-profit, non-aligned, secular non-governmental (NGO) humanitarian relief and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for nearly a decade.  Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem and Gaza City offices that implement programs throughout the Palestinian territories.

Mercy Corps’ Economic Development Program is a part of its overall Palestinian Community Assistance Program.  The Economic Development Program (ED) acts to provide young Gazans with work-related education and workforce development skills (Result 2.3); and assists actors in the ICT, Plastics and Construction sectors who provide employment (Result 2.4).

GENERAL POSITION SUMMARY:
The Coordinator for ICT Education assists the Program Officer for ICT and Employment to deliver advanced ICT Courses

ESSENTIAL JOB FUNCTIONS:
1-Working closely with the Program Officer, assume primary responsibility for the following:

-Review ICT technical material and curricula to judge its responsiveness to a Scope of Work, and its appropriateness for education and employment purposes.  This will include research of industry information to ensure that Mercy Corps courses meet or exceed industry expectations of content and understanding for students of new and emerging technologies.
-Filter and score trainee applications online, applying a defined set of factors so that ICT courses are delivered to the most appropriate applicants.  Contribute to the definitions, criteria and process to be used.
-Take part in the presentation of student business ideas, offering evaluation according to both technical and business principles.
-For a number of ICT courses, ensure sufficient and fully-documented monitoring, complying with a Monitoring Plan established in advance.  This may involve guiding and supporting the work of Program Quality Coordinator.
-Monitoring trend information and networking within the Gaza ICT community propose and justify ideas for training which leads to employment, and / or fills skills gaps between education and income.

In all activities:

2-Assist the Program Officer to research, design, contract, implement, monitor, evaluate and document activities; with a strong focus on employment results and the quality of participant experience.
3-Ensure that all work is carried out in full compliance with the policies of Mercy Corps and USAID.
4-Plan and work in compliance with timelines and budget.  Be proactive in bringing issues to the attention of the Program Officer or Director which might affect the program, positively or adversely.
5-In each activity, the following responsibilities will be divided between Coordinators and Program Quality Coordinators:
-In accordance with the beneficiary selection criteria and process established, carry out communications, screening or scoring, gathering and verification of data so that activities are optimized by being offered to a strong group of participants.
-In accordance with a monitoring plan, carry out and fully document field visits, data gathering, verification of attendance and activity delivery, scoring of tests and related tasks.
-Maintain complete and current activity archives (paper and electronic) in accordance with the structure outlined.
-Amass and verify documentation required for contracts management.
6-Lead in matters of compliance, vetting, and visibility. 
7-Prepare PRs and other contracts management / payments documents.
8-Gather reporting information, including photographs of activities, photos and photo consent forms, and success stories for promotions.
9-At each stage, work in compliance with requirements of DME, Operations, Program Support and other users of information.
10-Take part and share responsibility for all evaluations, planning
11-Participant fully in professional development, and conduct yourself at all times in a manner which brings credit to Mercy Corps and its humanitarian mission.
12-Other duties as assigned.  Occasional work beyond office hours may be required, without additional compensation.

SUPERVISORY RESPONSIBILITY: N/A

ACCOUNTABILITY
REPORTS DIRECTLY TO: Program Officer, ICT and Employment
WORKS DIRECTLY WITH: Director of Economic Development, Senior Officer for Program Support, Program Quality Coordinators and all members of the ED Program Team.  Liaison with DME, and other Mercy Corps Program Support Department teams.

KNOWLEDGE AND EXPERIENCE:
1-University degree in ICT or any other related field, with a demonstrated record of interest and contemporary knowledge.
2-At least 3 years of work experience in a relevant field.
3-Experience in ICT is essential.
4-Understanding of the social, political, and economic context of the Gaza Strip.
5-Excellent writing skills in English and Arabic.
6-Proficiency in MS Office.
