Save the Children is seeking qualified candidate to fulfill the following vacancy in its Ramallah Office:
Program Development and Reporting Manager - Position#: (PDRM/WB/2014)
Main Responsibilities:
Lead on the development of concept notes and funding proposals (including log frames and budgets) for a variety of donors, from major institutional donors, corporate organisations, trusts, and private donors, among others.
Ensure proposals are developed in coordination and consultation with Program Managers, Technical Advisers, MEAL Manager, Awards and Compliance Manger, Finance Manager, and Support Services team (including HR, and Procurement) and that necessary support adequately is budgeted.
Ensure integration (where appropriate) between sectors in order to encourage teams to adopt integrated approach in programs
Manage the proposal development process to ensure proposals and concept notes are developed in a timely manner and with realistic deadlines, and that these are communicated and understood by stakeholders both internal to the office as well as Members and the region.
Coordinate both internally and externally, to ensure that prior to submission all proposals are reviewed and approved by the relevant parties as appropriate.
Ensure that concept notes and funding proposals align closely with response strategies, sector programme plans, Master budgets and Monitoring & Evaluations frameworks.
Support the Award and Compliance Manager to track funding opportunities, including calls for funding progress of proposals, submission deadlines, financing available. Ensure all appropriate donor and SC proposal formats are available in country.
With the Awards and Compliance Manager lead Budget Vs Actual and Donor reporting meetings presenting up to date information
Coordinate the preparation of timely programme and donor reports on project activities in compliance with internal Save the Children requirements and any relevant external donor requirements.
Work closely with the Monitoring, Evaluation, Accountability and Learning team to collect information on programme monitoring, progress and quality to support ongoing reporting, proposals and other operational management tools.
Support the Monitoring, Evaluation, Accountability and Learning team with the planning and implementation of programme review exercises incorporating learning into new proposals
As delegated, act as focal point for all queries and information requests from Save the Children International, Save the Children Members and donors.
Strategically engage consultants, if needed and approved by the CD – for high value opportunities (i.e., EC USAID, ECHO, DFID) to develop and submit highest quality of winning proposal
Demonstrate compliance and leadership with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
Qualifications and Experience:
Significant experience in Development and Reporting
Significant experience of working internationally in humanitarian programs
Education to MSc/MA/MEng level in a relevant subject or equivalent field experience
Experience of leading the preparation successful funding (narrative and budget) proposals and reports for donors, including ECHO, DFID, JPF and OFDA.
Previous first phase emergency response experience is essential
Previous experience of project management and project cycle management, including project design, implementation and evaluation
Good understanding of donor compliance and reporting mechanisms and requirements
Good understanding of monitoring and evaluation mechanisms.
Ability to work well under pressure and work to deadlines
Experience of representation and ability to represent SC effectively in external forums.
Experience of and commitment to working through systems of community participation and accountability
Experience of budget management and monitoring
Excellent communication skills
Politically and culturally sensitive with qualities of patience, tact and diplomacy
Excellent written and spoken English
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
Commitment to the aims and principles of Save the Children.
Language skills in Arabic
Experience or understanding of working in the oPt or the Middle East
-Experience working for Save the Children and working across organisational structures
