Background:
War Child Holland (WCH) is an independent and impartial international non-governmental child right’s organization investing in a peaceful future for children and young people affected by armed conflict. We strive to empower children and young people, while enabling adults to bring about positive and lasting change in the lives of conflict affected children and young people. `WCH has been working in the oPt since 2004, and has an office in Jerusalem and in Gaza.
Objective of the position
The Program Development Manager (PDM) is a key position within the Country Team in OPT / Israel. The PDM is responsible for the quality development and implementation of the program in OPT and in Israel. The PDM is a member of the War Child Holland Country Team to ensure the high quality of the War Child program.
The PDM ensures that the Country Strategy and Annual Plans are implemented accordingly in coordination with the Country Team. He/She is the technical/content advisor to the Country Representative (CR) and is responsible for the direct implementation of activities like trainings, workshops, etc.
The PDM is based in Jerusalem with frequent travel to the different project locations in Gaza, West Bank and Israel.
Responsibilities
Realisation of War Child’s country programme
-Ensures Country Strategy is in line with the context of the program based on assessments, findings, lessons learned and best practises;
-Participates actively and leads the direct implementation and management of grants from donors;
-Leads and facilitates the process of developing (and writing) programme proposals (with a focus on content components) and ensures that they correspond to War Child’s mandate (as a delegated responsibility of the Country Representative);
-Monitors program implementation and measures programme effectiveness;
-Leads and contributes to the production of the required programme reports and the annual plan
-Advises proactively the Country Representative on programme/project content, direction and implementation and effectiveness;
-Develops tools and formats for planning, monitoring and evaluation (in close cooperation with the relevant Department at HQ) and supports program staff and local partners in application of these tools;
-Asks and receives support/advice from different departments and focal points at HQ in Amsterdam and suggests actions;
-Participates in local and international events to profile WCH program before relevant stakeholders as needed;
-Liaises with HO Departments to ensure cooperation and support of WCH Israel oPt Strategy;
-Liaises with donors on issues related to WCH Strategy and Program; and
-Any other tasks deemed appropriate by the CR.
Management of staff
-Advises the Country Representative in the recruitment of (implementing) program staff.
-Supervises and supports the program staff: in Gaza (2) and in Jerusalem (1).
Maintain network of contacts/ representation
-Represents War Child in content meetings and coordination platforms (MRM 1612 working group, HCT, CPWG, PCWG, MHPSSWG);
-Liaises with professional counterparts of (inter) national authorities and organisations;
-Accompanies or represents the CR on meetings.
Management team
-The PDM financial responsibilities include detailed knowledge of each assigned award and its compliance requirements as well as the expectations of the donor's assigned technical officer.
-Supports the CR and Operations Support Manager (OSM) in the security plans formulation, implementation and development.
Profile
Knowledge
-Relevant academic background (Community Development, Child Rights, Child Protection; Social sciences, etc.
-Extensive knowledge of child rights and human rights framework;
-Knowledge of humanitarian/development work in post-conflict context;
-Knowledge of quantitative and qualitative monitoring & evaluation tools;
-Knowledge of development of training materials;
Experience
-Minimum experience of three years in grants management;
-Minimum experience of three years in report writing to donors especially the EU;
-Experience with humanitarian or development programmes with (I)NGOs in post-conflict context;
-Experience in child rights, child protection or education;
-Experience with training and capacity building of senior and junior staff;
-Experience in working with and capacity building of local partner organisations;
Skills
-Strong analytical skills (development and evaluation of projects, manuals and other tools);
-Writing skills (writing proposals and reporting);
-Strong social and communication skills;
-Excellent training, facilitation and coaching skills;
-Good problem solving and analytical skills;
-Proficiency in written and spoken Arabic and English (Hebrew will be an added value)
Other requirements:
-Works well in small team, flexible to take on new tasks, comfortable in a flexible working environment.
-Based in Jerusalem and able to travel to Israel, West Bank and Gaza.
-Driving license required
Conditions
-Full time job of 40 hours per week, distributed in five days according the needs of the program.
