Post Title        :     Program Director 

Reports to      :     JAI Steering Committee.

Location          :     JAI Office in Beit Sahour

The JAI Director is the person who has complete oversight over the JAI program and reports to its Steering Committee. The Program Director is the focal point of contact between the Steering Committee, National Offices of the EJ YMCA and the YWCA of Palestine and Staff, Donors, Stakeholders.

The Program Director will be based at the JAI office located at the EJ YMCA /Beit Sahour and oversees all JAI staff.

Major Roles and Responsibilities:

Strategic Management, Program Implementation and Oversight:

  • Oversee and coordinates the Strategic Planning process and the execution of the Multi-year Strategic Plan and Annual Implementation or Business Plans
  • Assist all program staff to develop their individual implementation plans in accordance with approved annual plans and budgets.
  • Ensure adherence to policy decisions of the Steering Committee for the JAI
  • Assist in hiring and oversees all project staff and volunteers to ensure that all planned activities are implemented in accordance with, and within agreed upon timeframes and staff allocation plans as approved by donors.
  • Ensures that the work, resources and networking is well coordinated.
  • Coordinate and calls for all staff meetings on regular basis.
  • Attend Steering Committee Meetings and ensures that all decision and policies approved are implemented.
  • Prepare and submits quarterly reports for the Steering Committee outlining achievements, of objectives, tasks completed, problems faced and recommendations to overcome constraints if any.
  • Submit all financial and project progress reports to all donors, in line with donor requirements and through the Steering Committee
  • Liaise with the Finance staff of the YMCA on regular basis to ensure that expenditures are recorded properly, and expenditure sheets issued on monthly basis.

Personnel and Resource Management:

  • Oversees and/or directly implements staff recruitment, evaluation, hiring, terminations, training of all office staff as needed in full coordination of the Human Resource Department of the EJ YMCA
  • Develop a capacity building plan for JAI employees and present for the Steering Committee for approval in coordination with the Human Resource Department of the EJ YMCA
  • Issues/ Approves payment requests for the east Jerusalem YMCA and in conformity with approved budgets and or decisions of the Steering Committee
  • Representation, Advocacy and Fundraising:
  • Represents the JAI in all meetings, forums, the local NGO networks, Kairos, OPGAI, CRO's, other relevant networks, with donors and government, and other representation as needed. Also, assign project staff to do representation as needed.
  • Directs public relations and communications activities that help promote the work and image of the JAI and/or YMCA/YWCA in the local as well as international communities in full coordination with the Steering Committee and staff concerned.
  • Develop new partnerships with YMCAs, YWCAs and ecumenical bodies and others to support the JAI mission and campaigns.
  • Acts as the JAI central spokesperson in official platforms, issue official statements, press releases etc. after approval of the Steering Committee
  • Responsible for planning, spearheading, and coordinating fundraising as well as initiating donor contacts and fundraising initiatives to ensure the long-term sustainability of the Program.
  • Oversees, approves, and ensures the regular updating of the organization’s website and all public materials, including newsletters etc.
  • Oversees the preparation of the annual reports and posting of reports on website.
  • Responds to donor queries after coordination with the Steering Committee.

Job Requirements

Qualifications Needed:

  • Minimum bachelor’s degree, preferably master's degree in business management, organizational development or development studies.
  • Minimum of 5 years' experience in project management, supervision, and leading a team.
  • Excellent English and Arabic Writing and Communications Skills.
  • Excellent leadership, organizational skills.
  • Technical skills as well as skills in budgeting, report writing and presentation.
  • Excellent computer skills, especially in Microsoft applications.
  • Willing to travel within West Bank and abroad.
