PRIMARY FUNCTION/PURPOSE: 

IFES is currently implementing the projectDemocratic Leadership Activity. This project aims at increasing the capacity of diverse civic stakeholders to meaningfully engage in political reforms   The project will implement a series of activities targeting youth, women and other groups and strengthen their skills and knowledge to constructively engage in political processes- it will develop tailored trainings, dialogue, and technical research activities together with partners to build space for discussions on technical issues of rights and democracy.  We are in the startup phase of this project and are looking for a dynamic and creative consultant to join our team to support the implementation of program activities This position is opened to up to two candidates, based on the quality of applications received.  

MAJOR DUTIES AND RESPONSIBILITIES:

The Program Liaison (PL) will provide programmatic leadership for this program. The position is for approximately three months, and we hope to find a right match that we can then incorporate to our team on longer term basis, pending funding and performance. The Program Liaison will work under the supervision of the Country Director with support from the Program Officer and will be the main liaison point for IFES’ local CSO partners for this project. The Program Liaison will lead the implementation of technical and financial assistance activities and other, support research, training development, translation of technical document.  

The PL’s responsibilities include, but are not limited to: 

  • Lead in the implementation of activities with partner audiences 
  • Coordinate engagement and outreach with project partners and relevant stakeholders. 
  • Conduct research and support the development of technical briefs, training modules or other relevant capacity building. 
  • Support political analysis and the development do no harm approaches.

Job Requirements

POSITION REQUIREMENTS:

  • Commitment to promoting and protecting human rights, in particular civil and political rights as enshrined in the ICCPR; 
  • Demonstrated interest and experience working on civic participation, inclusion, gender equality, disability rights; 
  • Keen interest in developing technical expertise on democratic legal frameworks; 
  • Excellent communication and organizational skills, including strong report writing and verbal communication skills; 
  • Willing to work as part of a small, flat hierarchies team in a dynamic programming environment.  
  • Problem-solving, “can-do” attitude and self-starting team player; 
  • Based in the West Bank and able to travel within the West Bank, as feasible  

EDUCATION:

University degree in relevant field and/or minimum 5 years’ experience working with international organizations or local initiatives/non-profit organizations funded by international donors

LANGUAGE SKILLS: Fluency in written and spoken Arabic and English required.

TRAVEL:  Travel up to 10% of time
