Background

UNIFEM was established in 1976 as the women's fund at the United Nations. It provides financial and technical assistance to innovative approaches aimed at fostering women's empowerment and gender equality. Today the organization's work touches the lives of women and girls in more than 100 countries. UNIFEM serves as a catalyst to ensure mainstreaming women rights in policy and programs levels, as well as playing an innovative and a catalytic role in the UN system, making the voices of women heard at the United Nations.
In line with the new UNIFEM Strategic Plan: 2008-2011, UNIFEM’s work in the occupied Palestinian territory is driven by the overarching global goal: National commitments to advance gender equality and women’s empowerment are implemented. In support of that goal, UNIFEM is working in specific thematic areas related to: Enhancing women’s economic security and rights; reducing the prevalence of violence against women and HIV/AIDS; and Advancing gender justice in democratic governance. UNIFEM plays an innovative and catalytic role in the occupied Palestinian territory (oPt) since its inception in 1997. Just like all UNIFEM offices operating all around the world (more than 100 countries), UNIFEM oPt focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal and thoroughly taking into consideration the specificities of the oPt context, UNIFEM concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

Under the direct supervision of the UNIFEM oPt Head of Office, the Programme Management Analyst will be responsible for the day-to-day operations of the oPt office and all its project teams in the field and in the Gaza Strip, and provide overall guidance to the Programme and Operations teams. The Programme Management Analyst will supervise and guide the Programme Team in the West Bank and supervise the work of the Programme Finance Associate and the Administrative Associate as well as the Logistics Assistant.

Functions / Key Results Expected

-Effective contribution to the formulation and implementation of UNIFEM oPt programme strategies and operations
-Coordination and Management of the UNIFEM oPt programmes
-Implementation of operational strategies and management of the Operations team
-Strategic partnerships and support to resource mobilization
-Facilitation of knowledge building and management

1-As a member of the UNIFEM oPt Management team, contributes to the strategic direction of UNIFEM oPt programme and operations, focusing on achievement of the following results:
-Thorough analysis of the political, social and economic situation in the oPt, contribution to the formulation and preparation of UNIFEM oPt programme strategies and other programming documents, and ensuring their effective implementation.
-Identification of strategic programme areas of cooperation and possibilities for joint programming with other UN agencies and development partners in the oPt
-Analysis and presentation of UNIFEM oPt policies and their implementation.
-Development of appropriate programme and project monitoring tools, and ensuring their effective application.
-Review of business processes mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the oPt office and ensuring their effective implementation.
-Preparation of the UNIFEM oPt annual management workplan and establish programme delivery and other management targets (BSC), and ensuring their timely achievements.
-Maintaining close coordination with UNIFEM ASRO and HQs on all programme and operations related matters.
-Representing UNIFEM OPT in formal meetings as required.
-Acting as Office-in-Charge in absence of the Head of Office.

2-Coordination and management of the UNIFEM oPt programmes, focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:
-Effective management of the CO programme and technical backstopping to the programme team.
-Ensuring application of RBM tools, establishment of management targets (BSC) and monitoring for results.
-In close cooperation with Head of Office and programme team, design and formulation of oPt programme, translating UNIFEM priorities into local interventions.
-Coordination of programme implementation with Programme Team (including local area coordinators), NGOs, and other development partners.
-Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNIFEM policies and procedures,
-Function of Manager Level 1 in Atlas for approval of development projects transactions, and ensuring that all exceptions are timely reported and corrected.
-Technical backstopping and troubleshooting for project activities.
-Constant monitoring of project progress, analysis of the programme environment, and ensuring timely readjustment of programme as necessary.
-Organizing, in cooperation with the programme team, programme/project planning, monitoring and evaluation activities.
-Aggregate reports are regularly prepared on activities, outputs and outcomes.
-Acting as reporting focal point for all UNIFEM oPt programme, projects and activities.
-Organization of cost-recovery system for the services provided to projects in close collaboration with UNIFEM ASRO teams.
-Close liaison with UNIFEM Programme Associate in Gaza Strip on all matters; administrative and programming.
-Follow up on the effective implementation of the oPt media strategy and production of projects' media materials;
-Follow up and co-supervise national and international consultants' work and quality of deliverables.
-Identification of local expertise and contribution to building up of Consultant Roster.
-Information exchange and networking amongst UNIFEM project partners and other stakeholders.
-Preparation of regular progress reports to UNOFEM ASRO and HQ teams as required.

3-Implementation of operational strategies and management of the Operations team, focusing on achievement of the following results:
-Supervision of the Operations team, and oversight of all operational transactions, ensuring full compliance of all UNIFEM programming, operational and financial rules, policies and procedures.
-As a Level 1 Atlas Manager, sound management of all resources allocated ensuring due process and necessary documentation.
-Conduct all ATLAS operations for UNIFEM oPt projects, including budget revisions, purchase orders, vouchers and petty cash management.
-Ensuring proper procurement planning and timely initiation and execution of transparent and efficient procurement activities in close liaison with UNIFEM ASRO teams.
-Mapping of business processes and elaboration of the internal standard operating procedures (SOPs).
-Establishment of annual results-oriented workplans for Operations team.
-Ensuring smooth and efficient delivery of administrative services to office and project teams.
-Identification and effective implementation of cost-saving strategies and cost-recovery policy.
-Implementation of the control mechanism for administrative services, maintenance of administrative control records such as commitments and expenditures.
-Review of data integrity in Atlas, analysis of exception reports and results, and initiation of corrective actions as required, in close consultation with UNIFEM ASRO teams.
4-Strategic partnerships and support to resource mobilization, focusing on achievement of the following results:
-Implementation of UNIFEM oPt's partnerships and resources mobilization strategies to achieve programme outcomes.
-Creation and coordination of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.
-Determination of programmatic areas of cooperation, based on strategic goals, needs and donors’ priorities.
-Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, and identification of opportunities for cost-sharing.
-Management and tracking of resources mobilized, and preparation of donor reports for timely submission.
-Review of donor contributions, where applicable, monitoring them in Atlas, and follow up with oPt/ASRO/HQ as deemed necessary.
5-Facilitation of knowledge building and knowledge sharing in oPt, focusing on achievement of the following results:
-Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme and policy goals.
-Ensuring advocacy networks at national level and linked to international networks. Relevant, high-impact advocacy campaigns are implemented with key partners.
-Establishment of learning plan for office and organizing/conducting training activities for Programme/ projects staff on UNIFEM’s standard programming and operations procedures.
-Sound contributions to knowledge networks and communities of practice.

Impact of Results

The key results have an impact on the overall success of the UNIFEM OPT programme. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships, particularly at the policy level, as well as reaching resource mobilization targets. The expected impact of these results is empowering and mobilizing Palestinian women through minimizing or reducing the negative impact of the socio-political context on them.

Recruitment Qualifications
Education: Advanced university degree (Masters or equivalent in Economics, Business, Public Administration or Social Science) and 2 years of relevant experience OR Bachelor's Degree and 4 years of relevant experience
Experience: At least 2 years of project development and management experience in development work is required at the national or international level. UN experience desirable. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
Language Requirements: Excellent English and Arabic language skills (written and spoken).
