Program Manager
Job Description
The A.M. Qattan Foundation is seeking to recruit a highly motivated individual for the position of Program Manager to work in its offices in Ramallah.
The objective of this position is to efficiently manage all aspects of the Performing Arts Network Program (PAN) in close coordination/consultation with the current program partners, including leading the process for establishing and legally registering a network of performing arts organizations in Palestine, as well as, administering grants in support of projects of the program partners. The work is to be executed in coordination with the Executive Director and other relevant staff members at AMQF, and using a participatory approach with the program partners to achieve the desired results and greatest impact of the program.
Position Type: Full time.
Duration: Two years with possible extension for one more year.
Line of Responsibility: Executive Director.
Main Tasks & Responsibilities:
-Build knowledge of the Foundation’s vision, mission, values, objectives and procedures, and of the PAN Program objectives, work scope and methodology.
-Review and build in-depth knowledge of all relevant PAN program issues, including but not limited to, PAN program partners and their projects, PAN program proposal, the logical framework matrix, and the agreement between the A. M. Qattan Foundation and SIDA.
-Using a participatory approach to ensure full engagement of the PAN program partners, develop the PAN Program 3-year work plan and annual work plans in coordination with the Executive Director.
-To lead the network establishment process in accordance with the agreed upon activities within the logical framework and with full engagement of the program partners and relevant stakeholders.
-Develop the terms of reference (TOR) for external consultants’ missions; share with partners and finalize; follow-up and monitor progress of the consultants’ missions (that include but are not limited to, developing the network’s bylaws, management and financial policies and procedures, and organizational structure).
-Follow-up with the program partners to ensure timely and complete submission of their annual project proposals, all required supporting documents, annual work plans, budgets, as well as progress, final technical and financial reports, and audited reports.
-Assess the partners proposals/documents to ensure compliance with PAN program proposal, the logical framework matrix and the program budget
-Manage & coordinate the Grant Implementation Cycle in close interaction with program partners and other relevant AMQF staff members.
-Share with program partners relevant “calls for proposals” and other information that may enhance their standings and capacities.
-Prepare the Grant Implementation Agreements through close interaction with the program partners, and follow up its signing.
-Follow up progress and challenges with the program partners through regular communications and field visits, ensuring that communication materials, field visit reports, including documentation materials (e.g. photographs) are gathered and properly filed.
-Make sure that the partners’ records and materials are updated and filed in an easily
accessible, safe and well classified form both electronically and where needed in hard copies.
-Develop a reporting template in consultation with the program partners, and ensure
timely submission of program partner reports using the agreed upon reporting template.
-Prepare the interim and annual program reports, ensuring that the reports cover progress, and include analysis of results achieved, major challenges encountered and recommendations.
-Prepare all the publicity materials related to the program in accordance with the agreed upon publicity framework between the Foundation and SIDA, and in close coordination with the Executive Director, the Director of Communications and Resource Development, and the program partners.
-Work in close coordination with programs partners on the necessary steps and measures to guarantee PAN sustainability.
-Manage PAN program staff and conduct their appraisal.
-Any other tasks that might be requested by the Executive Director within the program’s domain of work.
Skills/Qualifications:
1-University degree in culture management, business administration, or a related field in human sciences.
2-At least 7 years of work experience in cultural management, grant making or relevant field.
3-Excellent knowledge of donor community in the Palestinian context & proven track record in fundraising.
4-Excellent Arabic and English language skills both spoken and written.
5-Excellent knowledge and command of computer Microsoft office programs.
6-Good interest in and knowledge of the arts and culture scene in Palestine, and the region at large.
7-High communications skills and good ability of networking and working within a team.
8-Excellent time management skills with attention to details.
