Purpose of the function
In the framework of a three year consortium project, Wujood: Strengthening the resilience of vulnerable Palestinian communities in East Jerusalem, the Program Officer (PO) will specifically ensure efficient coordination and facilitation of the implementation, monitoring, reporting and evaluation of the project and will contribute to the implementation of Oxfams country strategy in close co-operation with local partner organisations and relevant Oxfam staff.
Background
Building on the phase I, Protect the Rights and Improve the Resilience of Vulnerable Communities in East Jerusalem, (2012-2015) funded by the EU and co-financed by Oxfam, the phase II consortium project is implemented by Oxfam together with four Palestinian Organizations (Palestinian Agricultural Development Association (PARC), Palestinian Medical Relief Society (PMRS), Womens Centre for LegaAid and Counselling (WCLAC), and the Palestinian Counselling Centre (PCC). The project aims at promoting the active participation of Palestinian communities and civil society in the Old City, Silwan, Al Tur, Esawiyyeh and Sur Baher to access and protect their social, legal and economic rights.
The PO will report directly TBC .
Main tasks of the function:
- Manage and coordinate a 3-year multi-sector consortium program in East Jerusalem working closely with the finance officer, Communication officer, funding staff and monitoring, evaluation, learning and accountability (MEAL) officer and other relevant staff as required.
- Maintain direct contacts with partners on implementation progress (mainly related to emergency preparedness and response, womens economic empowerment, youth identity, and womens rights);
- Lead and coordinate all program technical and steering committee meetings with implementing partners and related stakeholders;
- Provide input as required for the implementation of the program and contribute to identifying, facilitating and, if needed, monitoring capacity building processes for partners;
- Ensure that narrative and financial reporting and other requirements relating to contract management are met in line with donor agreements and Oxfams policies and procedures. In specific, you are responsible to compile and edit quarterly, semi-annual, and annual narrative reporting to the back-donor together with relevant staff;
- Maintain a sound relationship with the donor at operational level, working closely with the funding staff;
- Initiate and facilitate the documentation of knowledge & information generated throughout the project in coordination with implementing partners to strengthen the effectiveness and implementation of the project especially lessons learned;
- Facilitate networking and synergy building between partners and relevant external actors and stakeholders in the OPT, especially in East Jerusalem. Ensure that all relevant project data, documents, publications, communication is properly registered in Oxfams information management and administrative system including proper and timely archiving (digital and hard copies) .
- Document and share learning generated from the project implementation to inform Oxfams strategic thinking, programming and fundraising on the subject matter under consideration.
If needed, contribute to the design and development of related programming for external fundraising in close coordination with funding, finance, MEAL and other relevant Oxfam staff.
Required knowledge level:
- Completed an academic degree in social sciences and/or a related discipline in development cooperation;
- Demonstrated several years of relevant working experience in similar positions in the OPT, and have an affinity with international development issues;
- Knowledgeable about the key issues in the Israeli-Palestinian conflict and East Jerusalem in specific;
- Solid understanding and knowledge of human rights law and rights-based approach
- Good conceptual and practical knowledge of womens rights and gender justice
- Extensive experience (at least 3 years) with EU contract management, and preferably experience in managing consortia;
- More than 5 years experience in project cycle management
- Experience in organisational analysis and partnership building with civil society organizations,
- A good understanding and experience in monitoring, evaluation and learning to support in program development, project implementation and impact measurement ;
- Analytical thinking skills and abilities to influence others;
- Excellent interpersonal and teamwork skills.
- Excellent social skills and demonstrated ability to be a team player; and
- Excellent written and verbal skills in English with the ability to adapt tone and style to meet the specific needs and requirements of a diverse number of stakeholders. Command of Arabic is an asset.

The employee will be contracted by Oxfam according to Israeli labour legislation with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Indicative salary range: 126,309 189,463 ILS gross per annum.
