POSITION SUMMARY:

The Program Officer supports the work of the Country Office Director (CD) on all ANERA programs and projects in East Jerusalem and the West Bank.  He/she supports the work of the CD in communications with local and international partners, donors and local officials and the implementation of ANERA’s strategic plan and vision for various sectors of intervention.  He/she will work closely with the Program Officer based in ANERA’s Gaza City office to ensure smooth communication and to liaise on programmatic and operational issues pertaining to East Jerusalem, West Bank and Gaza City projects and staff.  He/she plays a directed role representing ANERA with positive effect to external partners, donors, and the interagency community.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

1-Under the direction of the Country Office Director collaborate on conceptual development and research of new project ideas, including drafting project proposals, concept notes, and responding to RFAs.
2-Perform and document needs assessments, develop plans of action, and identify resources needed for new areas of project intervention or funding.
3-Coordinate with ANERA’s Program Managers to develop project ideas, draft concept notes, and prepare and disseminate progress reports according to agreed mechanism and frequency.
4-Research local and international sources of project funding.  Develop relationships with relevant agencies, consulates, embassies and organizations for the purpose of identifying available sources of funding.
5-Liaise with other INGOs and UN agencies in Jerusalem and Ramallah on coordination, information sharing, operational issues, and programmatic constraints that affect the work of the international aid and development community in Israel/Palestine.
6-Ensure proper monitoring and evaluation of non-USAID projects in East Jerusalem and the West Bank, including those funded by ANERA’s unrestricted funds.
7-Facilitate visits of ANERA staff, Board members, and donors when visiting ANERA’s East Jerusalem, West Bank or Gaza offices.
8-Perform other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
International/expatriate with the ability and willingness to travel between Jerusalem, the West Bank, and Gaza; native English speaker; self-starter with the ability to take initiative and the flexibility to work independently or as part of a team; knowledge of development program strategies, methodologies, techniques, and management; proven organizational skills and ability to meet deadlines under the pressure of multiple priorities and a fast-paced work environment; excellent relationship-building skills and capable of working in a multi-cultural environment with respect, diplomacy, and clarity; strong analytical, verbal and written communication skills; proactive style and proven ability to create opportunities; strong command of MS Office suite. 


MINIMUM DESIRABLE TRAINING AND EXPERIENCE:
 
Masters degree in international development, political science, international affairs, or relevant field is preferred, although candidates with a B.A. in a relevant field and 3-5 years work experience in international development or a relevant field in a project-based position, preferably in the West Bank or Gaza or in similar field-based position, will be considered.  Valid driver’s license and passport required.  Arabic language competency desirable.  Requires a minimum two year contract commitment.
