SPARK develops higher education and entrepreneurship, and through its programs it stimulates ambitious people to start or grow small and medium sized enterprises (SME’s). It does so by training, capacity building, links with business networks, marketing opportunities and assisting in business barrier removal. This will benefit –potential– entrepreneurs, unemployed youth, organizations supporting these entrepreneurs and vulnerable groups.
General job description
SPARK is looking for a Program Officer (m/f) for 32 hours per week to support the country manager (CM) with our new SME Development Program in Ramallah. The Program Officer provides implementation and logistical assistance to tasks performed by the CM.
Main tasks and responsibilities
Project management support:
• Function as a focal point for the project partners
• Work closely together with the Palestinian partners and provide support and coaching when needed;
• Maintain an overview of the progress of implementation of project activities and provide training and coaching of local partners in project cycle management when needed;
• Advise partner organizations on drafting activity plans and project reports and provide support when needed;
• Assist CM in producing detailed partners' needs assessments;
• Collect and analyze program baseline data individually and with partner organizations;
• Assist partner organizations in the development of monitoring and evaluation systems for their activities and provide PME data through the Program ICT application;
Logistical and administrative support
• Assist the CM in office management, preparation of meetings, meeting reports and other logistical and administrative support;
• Assist the CM in drafting donor reports;
• Provide input for program and SPARK newsletter and other external communication;
Requirements and competencies
• Professional experience in training and coaching in Project Cycle Management, ideally in private sector;
• Thorough knowledge of private sector
• Proven work experience with program management;
• Good oral and written language skills in English and Arabic
• Flexible
• Responsible
• Good team worker while able to work independently
• Good communication and social skills and able to work in multicultural setting
• Working experience in a prior comparable job is an advantage
