BACKGROUND
QADER for Community Development is a Palestinian independent, non-governmental, not-for-profit, and rights-based organization focused on disability and inclusion in Palestine. Established in 2008, QADER leads a twin-track approach, dedicated to the empowerment and protection of children, women, and youth with disabilities from marginalization, discrimination, and all forms of disability and gender-based violence. QADER is committed to aligning societal, institutional, and policy contexts with the principles of “disability inclusion” and “leave no one behind” in Palestine. Through this alignment, QADER strives to foster its active engagement and meaningful participation across diverse facets of life and to ensure their full entitlements of rights by local laws and international human rights conventions and standards.
Within its Advocacy and Accountability Program, QADER seeks to recruit a highly motivated and qualified professional to join the team in the position of "Program Officer".
JOB SUMMARY
Under the direct supervision of the Advocacy and Accountability Program Manager, the Program Officer will be responsible for leading the implementation of relevant projects and interventions under the Program and is accountable for achieving key results while adhering to program quality and ensuring learning and continuous improvement of implementation. The Program Officer shall provide technical guidance and support to the team to ensure high performance and commitment to achieving results.

TASKS & RESPONSIBILITIES
- Lead the preparation of the project(s) detailed implementation plan(s) (DIP).
- Oversee the day-to-day implementation of project(s) activities according to the DIP.
- Prepare a communication and stakeholders’ engagement plan for the project(s), and provide the needed support to the staff on its implementation.
- Liaise with project key stakeholders and ensure their full support and cooperation to facilitate the implementation of the project’s planned activities.
- Ensure the timeliness, accuracy, and quality of deliverables.
- Provide technical support and follow-up on the preparation of various advocacy and knowledge production materials and tools, including reports, studies, policy papers, guidance notes, ...etc.
- Lead the planning and implementation of advocacy and social accountability campaigns.
- Lead the development of awareness-raising content and materials in collaboration with QADER technical staff.
- Develop Success stories, case studies, press releases, and other documents, as needed.
- Prepare quality narrative and progress reports to QADER management and partners, as requested.
- Participate in the implementation of the Program / projects' MEAL system.
- Ensure that all activities and operations of the project are conducted according to QADER internal policies and procedures, and compliant with the requirements and regulations of the partners.
- Coordinate with other staff members to ensure integrated and cohesive program delivery.
- Build and maintain relationships with key stakeholders, including NGOs, community organizations, and government bodies.
- Represent the organization in meetings, conferences, and forums related to the Program.
QUALIFICATION & CORE COMPETENCIES
- Minimum BA in social sciences, human rights, development, or other related fields, Masters degree is a plus.
- Minimum of 5 years of experience in areas related to human rights, disability inclusion, and advocacy.
- Previous experience in the Palestinian education system is a plus.
- Experience and knowledge in inclusive education policies and practices is a plus.
- Knowledge of legislative and policy framework and international human rights conventions and standards related to PwD and children
- Demonstrated experience in project management skills and competencies.
- Excellent planning and organizational skills.
- Excellent communication skills, with a good command of spoken and written English language.
- Proficiency in using MS Windows, and MS Office packages (Excel, Word, and PowerPoint)
- Problem-Solving Skills.
- Ability to work independently and as part of a team.
- Demonstrated leadership skills with ability to lead a team.
- Ability to multi-task and work under pressure.
