Position Title: Program Officer
Location: Gaza Office
Duration: Six Months with possibility of extension.

Mercy Corps is a non-profit, non-governmental international humanitarian and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for over a decade. Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem and Gaza City offices that implement programs throughout the Palestinian territories.
Mercy Corps has implemented education projects in Gaza as part of its Cash for Work program since mid-2006 with funding from a range of donors. Mercy Corps is currently implementing new education project, an integral part of the current programs, aims at enhancing formal and non-formal education for children and youth through tutoring programs, provision of materials and other assistance. The project is implemented throughout the Gaza Strip, through community organizations that have relevant experience in education, accelerated learning, e-learning and neighborhood-after-school-activities.
Main Responsibilities:
1-Develops work plans and follow up of implementation of ongoing project activities.
2-Assists in the selection CBOs to participate in the project, and coordination with the agreed partners.
3-Identifies, in coordination with partner CBOs, second and fourth grade students throughout Gaza to participate in an after-school tutoring program.
4-In coordination with CBOs, train unemployed university graduates to tutor children in math, Arabic and English.
5-Support, supervise and guide the tutors during scheduled field visits.
6-Ensures intensive trainings are organized in coordination with CBOs in a high quality manner ensuring work plans and timelines are followed.
7-Coordinate with Program Officers to ensure that education activities are coordinated closely.
8-Regularly conducts field visits to the project sites to monitor ongoing work.
9-Generate verbal and written translations of pertinent project documentation as needed/required.
10-Participates in relevant (external and internal) project evaluations and/or needs assessments.
11-Develops, in cooperation with Mercy Corps’ Designing & monitoring evaluation department, evaluation strategy and monitoring tools.
12-Leads in planning baseline as well as end line data collection in line with the established evaluation strategy.
13-Regularly reports on project implementation/ progress to Program Manager.
14-Contributes towards coordinating relevant activities with other organizations.
15-Liaises and coordinates with other Mercy Corps departments as needed.
16-Performance of work beyond normal office hours as required, without additional compensation.
17-Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

REPORTS DIRECTLY TO: Program Manager
WORKS DIRECTLY WITH: Program Director, HR, Admin, Finance and Procurement staff
KNOWLEDGE AND EXPERIENCE:
1-University degree in education or related field.
2-At least three years of work experience in a relevant field.
3-Understanding of the social, political, and economic context of Palestinian territories, especially in the Gaza Strip.
4-Excellent writing skills in English and Arabic.
5-Proficiency in MS Office.
