Expanded and Sustained Access to Financial Services (ESAF) Program
Position: Program Officer (PO)
Location: Ramallah
Period of employment: 18 months
Supervisor: Financial Services Manager (FSM)
The Academy for Educational Development seeks candidates for the position of Program Officer to
be based in Ramallah for the USAID funded initiative entitled “Expanded and Sustained Access to
Financial Services Program”.
Position Summary:
Under the direction of the Financial Services Manager (FSM), the Program Officer (PO) will support
AED’s delivery of technical assistance and training to financial institutions and regulators.
Essential Job Functions:
-Assist and support the FSM in his technical areas in tasks such as research, developing program
descriptions, Statements of Work, presentations, work plans, Request for Application (RFA)
write-up, and quarterly report writing;
-Perform administrative and some logistical work for AED/ESAF Program activities and consultants work (arrange field visits, meetings arrangement/participations, workshops/ conferences, translation /interpretation, reporting, and other logistical support as needed);
-Participate in grantee selection, grant negotiation, and other grants support (pre-award, management and financial assessment).
-Manage small grants or technical assistance delivery activities.
Educations:
Bachelors in one of the following or related fields:
-Business Administration, Development Management, Project Management, Accounting, Finance, and banking.
Work Experience:
-Six to Eight years of experience in Donors’ Program Management & Administration, Banking sector, Grants Management, and Institutional Development with donors projects such as IFC/World Bank, USAID, and DFID.
-Familiarity with US Federal Acquisition Regulations, USAID Acquisition regulations and policies.
Required Skills:
-Strong organizational skills, ability to work independently, multi-task with attention to details;
-Excellent verbal and written communications skills in Arabic and English including the ability to
translate from Arabic to English and vice versa. Also, the ability to perform some interpretation
(Arabic and English), when needed;
-Some expertise in program management, institutional development, and training;
