Job Title: Program Operations Director

Reports To: Director General
Purpose of Position:
Oversee the effective & efficient implementation and administration of (WA) programs in the West Bank, Gaza Strip, Lebanon, and the 1948 Areas. Supervise the grant-making divisions and staff (exceeding 50) working over Welfare’s various program tracks and within its geographical scope of operations; Oversee the execution of grants management within programs, including: planning, operations, program design, procedures, implementation, monitoring and evaluation, and project financial management, and; Lead coalition-building for WA at the level of communities, government, key partners, and other stakeholders, in order to further WA’s programs and projects.

Responsibilities & Duties:
In accordance with established WA policy & regulations:
Office Management:
1-Supervise area managers of the offices in the West Bank, Gaza Strip, Lebanon, and the 1948 Areas, the head of programs & head of programs support.
2-Develop workplans, ensure targets are met, address staff development needs, and ensure the personnel needs of each program office are met.
3-Oversee staff recruitment, the development of job descriptions, and evaluations of program staff.
4-Maintain fairness and open communication between all offices.
5-Fulfill other program management responsibilities as agreed with the Deputy Director.
Program Supervision:
1-Bear overall responsibility for ensuring programs are implemented effectively and efficiently, with a focus on upholding WA’s program principles and meeting targets committed to donors.
2-Coordinate closely with area managers to achieve consistency in programmatic approaches between offices.
3-Supervise program planning, implementation, monitoring and evaluation.
4-Encourage innovation and creative programming, maintain organizational high standards for achieving impact.
5-Develop and sustain effective working relationships between WA and governmental and non-governmental partners.
Representation and Reporting:
1-Contribute to ongoing effective liaison with community leaders, local partners, donors, local media, etc.
2-Represent WA at conferences and other fora as required by the DG.
3-Works closely with other departments and ensure timely submission of high quality reports to donors and WA Governing Bodies.
4-Interact regularly with the Programs and Projects Committee (PPC), coordinating its agenda, and preparing the background materials for its meetings.
Management Team Member:
1-Contribute to senior management team (SMT), program development committee (PDC), and technical assessment committee (TAC) meetings and decision-making.
2-Assist in setting overall agency policies and ensure they are complied with in a consistent manner by all program offices.
Fundraising:
1-Support the Resource Development, Communications, and Media Department in identifying and exploring potential new program ideas and directions.
2-Keep abreast of fundraising possibilities, and assist in the development of proposals as required.
Finance/Grant Compliance:
1-Contribute to ensuring agency complies with relevant WA and donor policies, maintain familiarity with financial procedures and regulations. Supervising the work of the Program Support Unit (PSU) to facilitate the above.
2-Coordinate closely with the Finance and Administration Manager to ensure program expenditures are at pace and level projected to donors and to WA Governing Bodies and Committees and specifically the Programs and Projects Committee (PPC).
Functional Relations:
-With all other WA Directors.
Academic and Professional Qualifications and Experience:
1-Higher education (minimum of a Masters degree) in relevant field, or an equivalent combination of education and experience.
2-Extensive (minimum of 10 years) experience in development, management, and grant-making, with at least 5 years of supervisory management experience.
3-Demonstrated ability to work with coalitions, as well as outstanding diplomatic, communications (presentation and reporting skills), conflict resolution, and interpersonal (especially team building) skills.
4-Excellent understanding and knowledge of humanitarian and development assistance as well as of the Palestinian context.
5-Excellent computer skills (MS-Office, MS-Project, and Internet Applications).
6-Excellent communication skills (written and spoken) in English and Arabic.
7-Ability and willingness to travel within WA’s scope of operations and abroad.
