DAI seeks qualified local candidates for a Program Operations Manager to meet the demands
of a complex, fast-paced, performance-based Scope of Work for its USAID-funded West Bank & Gaza Compete Project.
CORE RESPONSIBIILTIES:
The Program Operations Manager will provide support to three functional areas of the Compete Project:
1) Program Implementation,
2) Contracts,Procurement & Grants, and
3) Operations.
Program Implementation
-Technical integration with administrative actions; program implementation documentation; financial monitoring; assist project reporting with photo documentation
Contracts, Procurement & Grants (CPG)
-Prepare CPG paperwork; quality assurance reviews; procurement selection; documentation; training; monitoring
Operations
-Assist in inventory management; environmental compliance; file reviews; internal controls; workflows.
REPORTING:
The Program Operations Manager will directly report to the Compliance and Grants Manager with overall supervision provided by the Chief of Party.
QUALIFICATIONS:
At least five (5) years of USAID procurement, subcontracts and regulatory experience; prior management and supervisory experience preferred.
- At least two to three (2-3) years of USAID grants administration experience
-A degree in public/business administration, law, economics, political science or other relevant field; advanced degree preferred
-Ability to communicate effectively and function culturally with all levels of staff, vendors, and public.
-Working knowledge of donor operations policies and procedures required.
-Ability to maintain effective working relationships with all levels of staff, client, and public.
- Strong planning and organizational skills.
-Excellent written and spoken English skills.
-Strong knowledge of Microsoft Office, particularly Excel, Word, and Powerpoint.
