PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps (MC) is a non-profit, non-aligned, secular non-governmental (NGO) humanitarian relief and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for nearly a decade.  Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem and Gaza City offices that implement programs throughout the Palestinian territories.

Mercy Corps’ Economic Development Program is a part of its overall Palestinian Community Assistance Program.  The Economic Development Program (ED) acts to provide young Gazans with work-related education and workforce development skills (Result 2.3); and assists actors in the ICT, Plastics and Construction sectors that provide employment (Result 2.4).

GENERAL POSITION SUMMARY:
ED will employ a group of Program Quality Coordinators (PQC) to focus on the monitoring of its activities and beneficiaries.  ED’s range of ICT-Education, Vocational and Work Experience programs depends significantly on consistent, thorough and detailed process and documentation.  These positions offer the right people entry-level experience in the economic development programs in Gaza Strip.


ESSENTIAL JOB FUNCTIONS:

1-Support the implementation of ED activities, assuring high quality of delivery with a strong focus on employment results, and a positive experience for the beneficiaries of each activity.
2-Ensure that all activities are carried out in compliance with the standards and policies of Mercy Corps and USAID.
3-Assist Program Officers / Specialist and Program Coordinator with the following processes, as required:  beneficiary selection and screening; monitoring activities; communications with beneficiaries; data compilation; verification of documents and other monitoring tasks as requested.
4-Maintain complete and current activity archives (paper and electronic) in accordance with the structure outlined.
5-Maintain and gather program statistics regarding number and beneficiary profiles, type and quantity of activities implemented, program results, and any other quantitative and qualitative information required by the program.
6-Based on field visits or other observations, ensure that the ED team is aware of any issues which might affect activities or participants, positively or adversely. 
7-Conduct yourself both professionally and personally in such a manner as to bring credit to MC and enhance its humanitarian mission.
8-Contribute to the professional development and learning of the Economic Development team, bringing the beneficiaries’ experience into discussions, plans and programming.
9-Other duties may be assigned.  Occasional work beyond office hours may be required, without additional compensation.


SUPERVISORY RESPONSIBILITY: N/A

ACCOUNTABILITY
REPORTS DIRECTLY TO: Program Officer
WORKS DIRECTLY WITH:  Peer group of 5 Program Quality Coordinators, trained and supported as a functional unit, by two Senior Officers (Program and Program Support).  Also works directly with Program Coordinators and Officers / Specialist.

KNOWLEDGE AND EXPERIENCE:
1-University degree in business administration, economic development, information management, ICT, or any other related field.
2-At least one to two years of work experience in a relevant field.  Experience in information management, administration or a highly organized role in other fields will be of value.
3-Experience of a development, monitoring, field work or social case work will be considered advantageous.
4-Understanding of the social, political, and economic context of the Gaza Strip, and a talent for communications with people across all levels of society.
5-Excellent writing skills in English and Arabic.
6-Proficiency in MS Office.
