Job Description
The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and internal violence and to provide them with assistance.
The ICRC is looking for a highly qualified candidate to fill in the following position;
Function: Program Responsible/ Economist
Department: Economic Security (EcoSec)
Place of employment: Gaza
BACKGROUND:
The EcoSec department aims to ensure that households affected by conflict can meet essential needs and maintain or restore sustainable livelihoods. To reach this objective an analysis of the political and economic environment of the West Bank and Gaza is needed in order the highlight macro economic obstacles and identify possible interventions.
The purpose of this current position is to work within the EcoSec Department to provide vision, direction and technical competence required to achieve ICRCs economic objectives.
Specifically, as an Economist you will provide intellectual leadership relating to all aspects of the Gaza /West Bank economy for the ICRC, as well as contribute to conceptualisation, design and quality assurance of Ecosec programs.
Main Skills required for the post:
-A minimum of a Masters degree in economics, business and/or finance is required.
-6 years work experience in an analyst position where the application of economic, financial, market
and/or statistical techniques were used.
-Fluent in written and spoken English, with the ability to translate documents accurately from Arabic
to English.
-Excellent analytical skills, independent and self-motivated, with the ability to work in a team.
-Confirmation of political analysis capacity
-Strong interpersonal, & presentation skills; ability to communicate to multiple levels of stakeholders within the Sub Delegation, including delivering executive presentations.
-Proficiency in Excel, Word and statistical software.
-A proven track record of conceptualising and executing your own economic research.
-Good knowledge of geographically assigned environment
-Respect for confidentiality, with diplomacy and negotiation skills
-Exceptional communication skills and ability to network with a range of stakeholders
-Understanding of the ICRC mission and the Red Cross/Red Crescent Movement
-Able to travel to West Bank and Gaza
-Valid driving licence
MAIN TASKS:
-Independently assesses and documents the needs of the vulnerable populations, analysing conclusions and formulating recommendations for an ICRC response.
-Independently prepares macro-economic outlooks with details on area and regional economic growth, inflation, unemployment and industry segment details.
-Responsible for collecting and interpret economic data and reports on relevant economic changes by looking at the circumstances surrounding the economic security situation in Gaza and the West Bank.
-Responsible for informed analyses of his superiors based on available documents on the economic security situation in Gaza.
-Analyses obstacles of economic growth in West Bank and Gaza, identifies proposals for solutions and dialogue with concerned stakeholders
-Manages independently relationships with multiple partners (Municipalities, local NGOs and others).
In accordance with the Resolution No. 17, 2010 of the Gaza Ministry of Interior, applicants who have
a running contract with a Ministry will not be selected.
