PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps (MC) is a non-profit, non-aligned, secular non-governmental (NGO) humanitarian relief and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for nearly a decade.  Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem and Gaza City offices that implement programs throughout the Palestinian territories.

Mercy Corps’ Economic Development Program is a part of its overall Palestinian Community Assistance Program.  The Economic Development Program (ED) acts to provide young Gazans with work-related education and workforce development skills (Result 2.3); and assists actors in the ICT, Plastics and Construction sectors that provide employment (Result 2.4).

GENERAL POSITION SUMMARY:

The Program Support Coordinator will assist in bringing a mature, well-rounded background to the operations of a complex program. Reporting to the Senior Program Support Officer, the successful candidate will co-ordinate internal processes for the Economic Development program.

ESSENTIAL JOB FUNCTIONS:

1-Procurement:
-Under a supervision of the Senior Program Support Officer provide procurement assistance; draft, submit and obtain approved PRs, collect and consolidate bid evaluations, optimize lead time and report to the Senior Program Officer to acquire final approvals.
-Prepare payment requests; seek appropriate authorization and make sure all payment requests have the supporting documents and approvals.
-Update the contract follow-up sheet on a regular basis and report to the Senior Program Support Officer in regards of contracts ending dates and/or when any necessary actions are required.
-Participate in prequalifying service providers (SP) and assist in performing regular evaluation performance for service providers contracted with (ED) to assure quality and integrity of procurement operations.

2-Finance:
-Assist the in maintaining financial records according to a structured outline for the ED activities as per MC financial and accounting rules, regulations and policies and ensure their compliance.
-Assist the Senior Program Support Officer in auditing and revising the any submitted financial transactions / payment requests of the program activities.
-Assist in ensuring timely and accurate financial reporting to the Economic Development Director.


3-HR:
-Under the supervision of the Senior Program Support Officer; perform some HR tasks (holiday plans and collecting the staff timesheets for revision and approval).

4-Logistics:
-Ensure logistics activities are closely coordinated with Program Officers and Coordinators, prepare and submit vehicle - weekly plans to the Senior Program Support Officer.

5-Archiving:
-Under the supervision of the Senior Program Support Officer and in accordance to a structured outline; maintain electronic and hard copy archiving system for the procurement operations of the Economic Development activities.
-Maintains up to date and complete electronic and hard copy archiving system for  service providers registration files according to a structured outline including company registration documents, fields of expertise, equipment, personnel and evaluation performance
-Ensure that any other operational substantial documentation is kept updated in electronic and hard copies archiving system (Financial, HR and Logistical documents)

6-Other:
-Undertake other relevant tasks as requested. Occasional work beyond office hours may be required, without additional compensation.

ACCOUNTABILITY
REPORTS DIRECTLY TO: Senior Program Support Officer
WORKS DIRECTLY WITH:  Economic Development Program Team

KNOWLEDGE AND EXPERIENCE:
1-University degree in Business Administration, Procurement, English or any other related field.
2-Minimum 2-3 years of work experience in a relevant field; preferably in international donor/NGO programs and projects.
3-Strong organizational skills; ability to interact effectively with international and national personnel.
4-A demonstrated ability to multi-task and process information into action as to not delay program activities.
5-Excellent writing skills in English and Arabic.
6-Proficiency in MS Office.
