The European Union Co-ordination Office for Palestinian Police Support – Ramallah (EUPOL COPPS) is seeking dynamic, highly skilled professionals for immediate recruitment for the position of Programme Adviser (Small Projects).
Summary
The incumbent is responsible for the provision of programme and project related services, in close cooperation with its counterparts and other stakeholders, designs and implements so-called ‘small projects’ in support of the overall development goals and implementation strategies of these counterparts in the Security and (Criminal) Justice sectors in the oPt.
Reporting to: Programme Director
Accountable to: Deputy Head of Mission
Date of implementation: As soon as possible
Status: Local staff position
Duties
-Advise on and develop new small projects in accordance with the relevant national strategy documents, EUPOL COPPS internal guidelines and the overall planning of projects and programmes;
-Coordinate the planning and implementation of small projects and provide updates to the relevant national counterparts, including the Programme Steering Committee;
-Develop the Programme Section inputs and guidance on small project planning and implementation. In particular the Programme manager will coordinate the yearly and the three monthly planning exercise under the supervision of the Programme Director and liaising with the Head of Administration and Finance;
-In close cooperation with the Programme Section, advice the Police Advisory Section and Rule of Law Sections on the drafting of small projects and their reporting on the small project implementation;
-Liaise with the Mission staff members responsible for developing the Section work plans and ensure the inclusion of the small projects in these work plans;
-Liaise with the relevant Mission sections, in particular finance and procurement, in order to ensure coordination on the proper and timely planning of the work related to the implementation of the small projects;
-Ensure the monitoring of the implementation of the activities in liaison both with the operational and with the administration sections, namely the procurement, finance and general service support units.
-Provide substantial inputs for the reporting on progress of the Mission’s small project scheme in the relevant Mission reports;
-Evaluate the relevance and effectiveness of the small projects in each Sector and help assess the contributions towards the PCP and CJI goals and objectives;
-Provide regular progress reports to the Programme Director and the Head of Administration and Finance;
-Undertake any other related tasks as requested by the Programme Director.
Qualifications and Experience
-University degree in a relevant area – Business Administration, Economics, Law, Development Studies, etc;
-Relevant Programme and Project management experience, preferably within the context of the Security and Justice sectors, including the design, drafting, implementation and evaluation of programmes and projects (minimum of five years);
-Relevant national professional experience, particularly in crisis and post-crisis areas with national and/or international organisations;
-Previous experience in the procurement process will be considered as an advantage;
-Good working knowledge of the political, cultural and security situation in the oPt;
-Proven understanding of complex organisations and internal communication processes;
-Excellent communication skills with a good sense of professional relationships and cultural awareness, combining professional advisory skills with solid operational and reporting capacities;
-Excellent communication, presentation and writing skills in English and Arabic;
-Capacity to perform well under (time) pressure, in a small and dedicated team serving a diverse group of clients.
