ORGANIZATIONAL CONTEXT
The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. WFP, through its dual mandate in humanitarian and development, provides life-saving food assistance to the most vulnerable and food insecure non-refugee Palestinians and works to safeguard livelihoods, build resilience, and reconstitute food systems in vulnerable areas. WFP also lends its technical expertise to support national institutions by strengthening their capacities in responding to shocks and building an inclusive social safety net.
To further strengthen the humanitarian-development-peace nexus, WFP is providing climate-smart agricultural assets such as hydroponics and wicking beds to households to increase their calorie intake and enable them to generate income. WFP also scaled up its resilience-building activities to include greenhouses, vegetable farms, sheep, poultry, and technical and vocational trainings for youth and people with disabilities. These projects reduce people’s vulnerability to external shocks, serve as a safety net, and support livelihoods.
In response to the urgent needs of Palestine, where protracted conflict and economic stagnation have led to widespread food insecurity, WFP delivers life-saving food assistance to the most vulnerable non-refugee Palestinians in Gaza and the West Bank. To address the ongoing crisis, WFP also focuses on strengthening livelihoods through resilience-building projects such as climate-smart agriculture and vocational training. Additionally, WFP supports national institutions by enhancing their capacity to respond to shocks and build inclusive social safety nets. By extending its systems to humanitarian and development partners, WFP contributes to broader efforts within the humanitarian-development-peace nexus.
This position is based in Gaza and reports to the Consultant Programme Policy.
JOB PURPOSE
The post holder will be responsible for supporting the delivery and real-time monitoring of programme implementation, supporting planning, adaptation, and learning – including the review and use of qualitative and quantitative data for operational improvement. They will be responsible for ensuring that implementation plans are on track, that coordination with cooperating partners is optimal, and for proactive engagements with other units to ensure the enabling factors are in place to deliver the response.
KEY ACCOUNTABILITIES (not all-inclusive)
- Contribute towards the development and accompany implementation of a wide variety of projects, ensuring WFP objectives are reached.
- Build, develop, and maintain good working relationships and coordination with cooperating partners (CP) to facilitate implementation of programmes.
- Coordinate with CP for the timely submission of their distribution plans and support on coordinating with supply chain for dispatches to the project sites.
- Conduct regular supervision visits to programme sites to assess adherence to protocols/take corrective measures if needed, and identify/address challenges faced to ensure smooth running of activities.
- Compile and maintain accurate information on the programme status (e.g. food resource needs/utilization/dispatches, CP geographical coverage, contact list etc…) and support analysis and preparation of reports to support operational decision-making.
- Track commodity losses and timely inform the relevant units accordingly.
- Receive and address M&E/CFM recommendation directly with CP to ensure WFP standards are constantly upheld.
- Support CP in implementing the assistance modality transition from in-kind to CBT.
- Work and exchange information with other units internally, and externally with all relevant counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities.

STANDARD MINIMUM QUALIFICATIONS
Education:
Postgraduate degree in International Affairs, Law, Economics, Nutrition/Health, Agriculture, Social Sciences, Business Administration, Public Policy and/or Management or another discipline relevant to international development/humanitarian assistance.
Language:
Arabic mother tongue and proficiency in English, both oral and written.
OTHER SPECIFIC JOB REQUIREMENTS
- At least 5 years of experience working in the field of Programme implementation and management.
- Good understanding of the programme design and capacity to contribute to the achievement of its defined objectives.
- Strong working experience with cooperating partners and ability to coordinate activities with multiple actors
- Good Working experience with Government and various other sectors in the humanitarian field.
- Good Working experience at the community level.
- Good writing skills and elementary data analysis skills.
- Knowledge of the context and cultural considerations.

- Strong organizational skills, time-management, and ability to carry out multiple tasks successfully.
- Solid-interpersonal and communication skills.
- Ability to communicate easily with technical teams (e.g. Supply Chain, Nutrition, Monitoring & Evaluation, etc.).
- Ability to contribute to the implementation of programmes.
- Good knowledge and practical experience in data record keeping, reporting, and data analysis.
