Local Development through the Rehabilitation and Revitalization of the Historic Environment in Palestine
Job ID/Title: Programme Associate
Duty Station: Ramallah (with visits to project sites and partners)
Starting Date: 1 November 2012

Duration of Initial Contract: 6 months renewable up to 30 months

Under the overall guidance of the Head of Office and the direct supervision of the Programme Specialist for Culture, the following duties will be assumed:

-Provide support for the implementation of the project “Local Development through the Rehabilitation and Revitalization of the Historic Environment in Palestine”, as well as provide support to the overall Culture programme as per the approved work plans and project documents.
-Assist the Programme Manager in the undertaking of his/her duties with specific reference to organization of meetings and preparation of reports.
-Draft and update work plans within the framework of the C/5 CLT activities decentralized to the UNESCO Office in Ramallah, according to the RBM format. Draft Terms of Reference and finalize contracts and amendments using the new UNESCO digital platform. Assist in preparing Plans of Operations, correspondence and any document required for CLT interventions and activities.
-Assist in drafting project proposals, prepare budgets and financial reports, prepare budget revisions, prepare revision of project assignments for Extra-budgetary funds as per donors’ requirements and UNESCO rules and regulations as well as ensure proper operational and financial closure of CLT related projects.
-Assist in producing, as required, compiled information and documentation on activities financed by Regular Budget and Extra-budgetary funds.
-Train, coach and supervise the CLT Administrative Assistant ensuring that work is carried out efficiently and in a timely manner.
Professional skills and qualifications
-Experience in implementation of cultural projects in the oPt, in particular donor-funded projects and/or UN projects. Experience in UNESCO-led projects is an asset.
-High level of management skills, including results-based management and report-writing.
-Understanding of project cycle and log-frame design including administration and financial management.
-Proven ability working in a team particularly in a multi-cultural and multi-stakeholder setting, from national government to grass-root levels.

Education and Experience
University degree in development and/or culture-related fields (e.g. Anthropology, Architecture, Archaeology), Public Administration, Social Sciences, Economics or other related fields. Knowledge in Culture-related matters is an asset.
Minimum of 4 years of professional experience in project management and support, preferably with the UN.
Knowledge of computer and software (word-processing, spreadsheets, presentations, etc.).
Fluency in English and Arabic is strongly desirable.
