ORGANIZATIONAL CONTEXT
These jobs are found in Country Offices (COs). Job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.
JOB PURPOSE
To provide effective specialized support and technical analyses to policy and programme activities, speficially on unconditional resource transfer interventions, that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
- Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work (emergency preparedness and response and unconditional resource transfers), supporting alignment with wider programme policies and guidelines.
- Provide specialized project management support to food assistance programmes through in-kind and cash-based transfers to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
- Prepare a range of reports and data analysis (e.g. food assistance needs, transfer modalities, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
- Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
- Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
- Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.

- Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
- Ensure timely and appropriate action to findings and feedback related to general food assistance, received from the monitoring team or from the community feedback mechanism (CFM) or other relevant sources.
- Coordinate the day to day implementation with partners.
- Oversee and/or review the work of other programme staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
STANDARD MINIMUM QUALIFICATIONS
Education: Bachelor’s degree in Business Administration, accounting, International Relation or any relevant field of study. Advanced degree is an asset.
Language: Proficiency in English and Arabic both oral and written.

OTHER SPECIFIC JOB REQUIREMENTS
- At least 6 years of experience working in the field of Programme implementation and management.
- Good Working experience with NGOs, UN Agencies and Government.
- Good Working experience with people at the community level.
- Knowledge of geographical areas.
- Experience supporting the implementation and the monitoring of programmes.
- Experience supporting capacity strengthening of non-government organizations.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Strong organizational skills, time -management and ability to carry out multiple tasks successfully.
- Solid-interpersonal and communication skills.
- Ability to communicate easily with technical teams (e.g. nutrition, monitoring and evaluation etc.).
- Ability to contribute to the implementation of programmes.
- Good knowledge and practical experience in data record keeping, reporting, and data analysis.
- Computer skills: MS Word. MS Word, MS. Excel, presentation tools.
TERMS AND CONDITIONS
Fixed-term Appointment: an appointment for a continuous period of one year and shall have a specified expiration date and subject to a probationary period of one year, which may be extended to 18 months.
Staff Assessment A staff assessment, comparable to national income tax, shall be applied to the gross salaries and such other payments as are computed on the basis of salary, The assessment shall be calculated at rates set forth in the FAO Administrative Manual.
Duty Station: Gaza and Reports To: Programme Policy Officer
Dependency allowances: applicable to children up to 18 years of age, or up to 21 years in full-time school attendance
United Nation Joint pension fund a deduction of 7.9% from the pensionable remuneration will be made from the net salary, the WFP will contribute of 15.8%
Medical Insurance: mandatory for staff member and can be extended to dependents in a cost sharing
Annual leave: 2.5 days a month and Sick leave: 2 days per month
Official Holiday: 10 days as officially established for each duty station
