Background - WFP Palestine
The 2024 Flash Appeal identified 3.3 million Palestinians as requiring assistance in the OPT with the majority (2.3 million) in the Gaza Strip and an estimated 1 million in the West Bank. The current conflict in the Gaza Strip, which started on 7 October 2023 led to mass displacement and disruption of basic services such as food, nutrition, health, water and sanitation services. This has resulted in an unprecedented increase in the number of people in need A multi-stakeholder working group undertook an analysis of available data on the drivers of acute malnutrition which revealed that over 90% of children experienced one or more diseases, 90% of children 6 – 23 months and PBWG facing diminished access to both quality and quantity of diets. Screening data has also revealed a rapid deterioration in nutritional status of children 6 – 24 months in Gaza. The situation requires robust coordination, technical and operational support for immediate as well as longer-term response to prevent further deterioration of the nutritional status of the vulnerable groups.
ORGANIZATIONAL CONTEXT
WFP Cash Based activities can take multiple forms of modalities and mechanisms in support of achieving a wide variety of programmatic objectives. Doing so requires considered planning and strong management of multiple stakeholders including financial service providers and cooperating partners teams, as well as effective internal coordination across both field level programme operations and WFP supply chain, finance, data assurance, etc. The post-holder will ensure capacity building, knowledge transfer, and the strengthening of capacities amongst colleagues in their area of functional expertise.
This position is based in Gaza and will report to the Head of Programme, with changes in reporting lines.
JOB PURPOSE
The Programme Associate (Cash Base Transfer) will support operational planning, delivery, and field level assurance of WFP CBT activities in Gaza, in close coordination with other Gaza field teams as well as technical focal points in the Palestine Country Office, and a focus on increasing operational quality.
KEY ACCOUNTABILITIES (not all-inclusive)

Support smooth operation of CBT activities across the Gaza strip, coordinate with key programme leads, and provide timely and pragmatic solutions and a way forward to ensure the assistance is provided.

Coordinate as required with financial service providers, payment solution focal points, and other stakeholders to ensure smooth delivery of CBT operations regardless of programmatic area.

Contribute, in close coordination with CO focal points, to CBT funds management, monthly charge codes and distribution plans, monitor grants and potential restrictions, and ensure issues with timely and accurate utilization of resources are escalated.

Monitor CBT commitments and support overall field level oversight of the operational side of monthly distribution cycles.

As defined together with the Palestine CO, track, monitor and verify FSP invoices, support resolution of reconciliation issues and ensure that invoices are processed timely within submission – supporting the clearance of issues and blockages as and when these arise.

Effectively operate CBT cross functional processes, and identify necessary adjustments to ensure alignment of related systems, practices and SOPs.

Support coordination with Supply Chain – CBT colleagues and others on the re-initiation/roll out of any relevant value or commodity vouchers, and/or market support initiatives, to ensure alignment across CBT and ability to offer flexible means to achieve programmatic objectives.

Support the tracking of CBT related contract expiry dates, outline agreement balances, etc., and ensure relevant teams are supplied with necessary requirements for evaluations, due diligence, and other processes to enable the contractual framework.

Support compliance with the established CBT strategies, policies, procedures, and controls, and assist in implementing corporate standards, with a particular emphasis on programme quality, impact, and assurance.

In close coordination with programme interventions and cross-cutting teams, contribute to the strengthening of Protection/AAP, Gender, Monitoring and other aspects.

Provide technical and operational training, coaching and guidance for partners and other stakeholders involved in operational delivery.

QUALIFICATIONS AND EXPERIENCE:
Education: University degree, preferably in project management, economics, business management, or related field. Advanced degree an advantage.
Experience: Has at least 6 years’ experience in project and operations management or similar field.
Language: Fluency in both oral and written communication in Arabic and English.
OTHER SPECIFIC JOB REQUIREMENTS

Familiarity in CBT processes and protocols and experience in WFP CBT field level operations a strong advantage.

Experience working with governments on CBT modalities and/or in government social protection and safety net programme an advantage.

Stakeholder and relationship management experience and excellent analytical and negotiation skills.

Excellent data and analytical skillset to facilitate the tracking and effective management of a significant amount of operational information.
