Background:
Jerusalem has always been and remains the political, administrative and spiritual heart of the Palestinians. East Jerusalem is the natural socio-economic and political center for the Palestinian state given its cultural importance, commercial vitality, historical significance, and geographic centrality connecting the northern and southern parts of the Palestinian territories. In line with Palestinian national plans, UNDP/PAPP identified a number of impelling needs to improve the economic growth and ensure a social equity and cohesion through the urban revitalization of the commercial areas of East Jerusalem with focus on Sultan Suliman and Salah Eddin Streets in an aim to strengthen the regulatory framework of these markets, raise the level of aesthetics and architectural features and develop the infrastructure services in line with modern international standards.

The Programme General Objectives

To improve economic growth and secure social equity and cohesion through a sustainable urban revitalization of the commercial areas of East Jerusalem.
The Programme Specific Objective
 
1(To strengthen the Palestinian presence in East Jerusalem.
2(To preserve the characteristic Palestinian fabric and landscape.
3(To insure that Palestinians are included in the development of urban plans in East Jerusalem to help meeting Palestinian economic and social needs, and to continue to support efforts to improve commercial conditions in East Jerusalem.
4(To upgrade the existing infrastructural conditions of the buildings along Sultan Suliman and Salah Eddin streets.
5(To improve the awareness and provide legal support against restrictions, 

UNDP/PAPP is implementing the programme and its funds; providing management , technical and programmatic quality assurance and accountability.
In this context, UNDP/PAPP- is seeking a candidate to fill the position of Programme Coordinator, under the overall guidance of the team leader and the direct supervision of the Programme/ Engineer Analyst. As this position is related to coordination with different involved parties to facilitate the daily activities of implementing the revitalization of the commercial centers of East Jerusalem with focus on Sultan Suliman and Salah Eddin Streets programme with an expected duration of 12 months, the Service Contract extension is not contemplated.

Description of Responsibilities:
Summary of key functions:
-Liaise with relevant municipal departments and service provision companies
-Liaise with stakeholders
-Liaise with the community
-Reporting
Coordination with municipal departments and service providing companies
-Arrange for meetings with key focal points in Jerusalem Municipality different departments to facilitate the implementation of the programme.
-Coordinate necessary meetings with service providing companies (such as, electrical, telephone and water companies), and organize periodic meetings with the programme’s technical team.
-Resolve possible logistic obstacles in the implementation of daily activities.

Liaise with stakeholders
-Maintain healthy and professional relationship with the stake holders.
-Organize periodic meetings with stake holders.
-Assist the Arab Chamber of Commerce and Industry in establishing legal units to provide technical assistance to shop owners for financial related problems and construction permitting related issues.
-Organize site visits to stake holders.
-Ensure the satisfaction of stakeholders in different stages of programme implementation.

Liaise with the community
-Conduct social survey for Salah Eddin and Sultan Suliman Streets shop owners and offices occupants.
-Facilitate the implementation of the Marketing plan, visibility actions and awareness campaigns.
-Coordinate and manage the process of communication between the shop owners and programme team.
-Maintain good relations between the shop owners and the programme team.
-Ensure the participation and satisfaction of the shop owners in the different stages of programme design and implementation.
Reporting
-Maintain records of all meetings
-Prepare periodic reporting to the local stakeholders.
-Reporting to the engineering analyst on all coordination records.
-Prepare reports on lessons learned for each stage of the work.

-Any other duties requested by the supervisor.
Impact of Results

The results of the work of Programme Coordinator will have a direct impact on the implementation of the Programme and the achievement of results. Specifically, the results will have an impact on the planning, implementation, monitoring and coordination of Programme activities and resources (human, financial, material assets, etc.) in order to meet expected results, and contribute to the overall success and impact of the initiative.
 
It is anticipated that the work of the Programme Coordinator will have the following impacts:
-Programme is implemented in a timely, efficient and relevant manner so as to achieve its intended outcome and objectives;
-Partnership and relationship of key stakeholders is built to secure the sustainability of development interventions;
-Information gained from the development and implementation of the Programme’s activities in East Jerusalem is shared at both the country and international levels;
-High visibility of the Programme and its results;
-Strengthening the Arab Chamber of commerce in East Jerusalem.
-Enhancing tourist, economic and commercial potential opportunities in East Jerusalem.
- Attracting the international community to support the programme.

Qualifications :
Education:
Masters degree or equivalent in Social and /or Development studies

Experience:
-A minimum of 5 years experience in similar projects
-Knowledge of the UN system and familiarity with UNDP procedures would be an asset.

Language Requirements:
Good Knowledge in both English and Arabic
