VACANCY ANNOUNCEMENT
Job ID/Title : Programme Coordinator at the Ministry of Tourism and Antiquities - (MOTA)
Duty Station : Ramallah (with frequent visits to project sites and partners in the WB and Gaza when needed)
Starting Date : 1 January 2010
Duration of Initial Contract : 12 months renewable (with a 3-month probation period)
Maximum Duration of Assignment: 27 months
UNESCO, UNDP, UNIFEM, and FAO are implementing a Joint Programme (JP) on Culture and Development in the occupied Palestinian territory (oPt) in cooperation with the Palestinian Ministries of Culture, Tourism and Antiquities, Agriculture, and Women’s Affairs. The JP aims at establishing policies and practices for safeguarding tangible and intangible cultural heritage, developing best practices to foster social cohesion, and utilizing the potential of cultural heritage and creative industries for inclusive economic growth.
Under the direct supervision of the Director of the Department of Antiquities and Cultural Heritage at MOTA and the Programme Specialist for Culture at UNESCO Ramallah Office, the Programme Coordinator will assume the following duties to ensure satisfactory implementation of the JP activities related to MOTA’s mandate in safeguarding and prompting Cultural Diversity (e.g. development of polices, strategies and plans; rehabilitation of sites; training programmes as well as promotional activities):
-Coordinate the JP activities through day-to-day management according to the approved work plan and budget and in close cooperation with the relevant departments at MOTA, including:
a- Draft and update work plans and budgets as well as terms of reference for partnerships and contracts
b- Ensure appropriate implementation and follow-up of activities with various contractors and partners including submission of progress and financial reports
c-Organize missions, seminars, workshops, training programmes, filed trips including the coordination of all the necessary logistical arrangements
d-Prepare written implementation status and completion reports and produce, as required, compiled information and documentation on the JP different activities
-Liaise and ensure effective coordination with the JP partners including the participating UN agencies and PA ministries as well as civil society partners and ensure adequate communications between the relevant partners and stakeholders
-Actively promote synergies between the JP and other relevant programmes, projects and activities in the oPt
Professional skills and qualifications:
-High level of analytical, management and communications skills.
-Understanding of project cycle management and log-frame design including administration and financial management.
-Knowledge of the Palestinian context, including civil society (NGOs, etc.), in particular Culture related issues.
-Proven ability working in a team particularly in a multi-cultural and multi-stakeholder setting, from national government to grass-root levels.
-Demonstrates strong oral and written communication skills in Arabic and English.
-Knowledge of Youth and Gender issues as well as Human Rights is an asset.
-Knowledge of the Palestinian cultural heritage is an asset.
Education and Experience:
University degree in development and/or culture-related fields (e.g. Anthropology, Architecture, Archaeology, Arts), Public Administration, Social Sciences or other related fields. Minimum of 3 years of relevant professional experience.
