The portfolio includes infrastructure, procurement, human resources, capacity building, access coordination and security projects for partners and beneficiaries throughout the occupied Palestinian territory.
Background Information - Job-specific

The Programme Development Manager will report directly to the JMPC Director. The Programme Development Manager will provide targeted assistance in the areas of business development, project/proposal design, and communications. It is expected that the work of the Programme Development Manager will assist JMPC to secure future project funding, build strong donor relationships and develop high quality programs for 2012 and beyond.
Functional Responsibilities

The Programme Development Manager, will assist the JMPC Director in the development and growth of the Project Center in the following areas:
 
a-Formulates and drafts the JMPC business development plan and subsequently all assigned
country-level strategic plans in close coordination with JMPC Project Managers
-Under the direction and guidance of the JMPC Director, responsible for all country specific strategy formulation with input from all key stakeholders
-Formulates and implements a plan of action based on guidance of the UNOPS strategy
-Ensure UNOPS strategic cross cutting objectives including gender equality, environment rehabilitation and/or capacity building are considered and effectively integrated in strategies and planning.

b-Drives project growth across JMPC within the key focus and service areas
-Proactively seek, design, formulate and negotiate new projects where JMPC has comparative advantage and opportunities for strategic growth.
-Support PM’s in designing project proposals with result oriented outputs that meet donor’s priorities and local realities
-Design concept notes/ proposals for new sectors with no current assigned PMs
-Act as PM until projects are fully and effectively handed over to new PM.
-Participate in relevant cluster/ sector meetings (LACS) to ensure UNOPS is aware of new priorities/ trends; to cross check information on implementing partners with partner agencies.
-Identify new areas of expansion and zones of intervention.
-In conjunction with technical experts and PMs coordinate and contribute to the preparation of concept notes and proposals for potential new projects, and acquiring additional work packages to grow project volume.
-Ensure UNOPS strategic cross cutting objectives including gender equality, environment rehabilitation and/or capacity building are considered and effectively integrated into project design/ reporting.
-Assist the JMPC Director in the negotiation for the most cost-effective and mutually beneficial terms for UNOPS services with prospective clients and partners.
    
c-Develops and designs all communication materials for effective advocacy, visibility and
-outreach working closely with the Copenhagen Communications Unit
-Develop general and customized outreach and advocacy material for donors and partners
-Create internal visibility showcasing JMPC’s strengths and accomplishments

 

d-Develops and maintains effective donor network, building new strategic partnerships with key
-stakeholders including the UN agencies, government, donors and partners to create greater
-awareness of UNOPS’ role and expertise.
-Primary technical level focal point for client relations; ensures regular project updates are provided to the client or partner and all concerns or queries are addressed.
-Present UNOPS services/mandate by building a network of donors and partners and seek opportunities to increase UNOPS visibility.
-Maintain, update and coordinate contact with potential donors and partners and organize targeted high level meetings and negotiation.
-Establish plan of action and follow up for potential new project development opportunities

e-Functions as an institutional memory of UNOPS compiling lessons learned, advising and
infusing this understanding into project development
Capture lessons learned from interaction with clients and partners and share knowledge with colleagues.
Resource hub for JMPC on donor and partner strategic focus and provide proactive support to all new and ongoing projects.

 
f-Conducts research and analysis on client focus areas and global trends and possible strategic
donor direction
Research key partners objectives and assessments of donors needs, analyses in the humanitarian/cooperation context
Maintain current information of social, economic and political trends and innovation in all UNOPS focus areas

g-Maintaining, populating and updating the LEAD system till project initiation stage
Responsible for documenting all new projects through the LEAD system and maintaining updated and accurate information till project award and handover
h-Work Package Team Leader

Responsible for delivering work packages as assigned by the Project Centre Director

Education/Experience/Language requirements

Education
-Qualifications Required:

-Master’s Degree in Business Administration, Economics, Management or other relevant field; Additional years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement for a master’s degree.

Work Experience
-At least 7 years of progressively responsible experience in an international business environment that includes leading roles in business development and stakeholder management/communication.
-UNOPS previous experience will be an asset.

Languages
-Fluency in verbal and written English is required.
-Fluency in verbal Arabic is required.
-Knowledge of second UN working language is desirable.
