JOB TITLE: Programme Development Manager - Gaza
LOCATION:Gaza and Ramallah

JOB PURPOSE:
To lead and coordinate on the funding for the Gaza humanitarian and development programme To raise and manage funds for Oxfam GB's programmes by contributing to the development and implementation of sound fundraising strategies, in collaboration with other Oxfam funding staff, ensuring quality and consistency in relationships with institutional donors and support programme teams to ensure compliance with contractual requirements.

Works with:
Head of Programme, Gaza Office; Programme Manager for Economic Justice Programme; relevant Programme Managers/Co-ordinators, OI Institutional Funding Coordinator, Finance Staff, Regional Programme Funding Team, Oxfam Affiliates in OPTI, and partner organisations.

BACKGROUND: Oxfam in Gaza has a multi sectoral programme estimated at GBP 6m for 14/15 financial year, focusing on EFSL, Economic Justice, and WASH.

-May involve Line Management of grade D, E and F staff and/or volunteers.
-Management of limited expenditure budget.

-Specific technical/professional knowledge of their area from formal training and/or work

-Frequent internal/external negotiation.


KEY RESPONSIBILITIES:
Planning/Strategy
-Lead on development of up-to-date funding strategies and plans for Oxfam in Gaza, working in coordination with OI Institutional Funding Coordinator and other OI colleagues
-Research, identify and create new in country funding prospects to meet the set ambition
of the programme in line with the Oxfam Country Strategy
-Work closely with the Regional Programme Funding Coordinator and the Funding Team,
to carry out country donor mapping and analysis, contributing to the regional funding
strategy development and implementation
-Active membership and close working with OI programme funding colleagues including
membership of the Funding Working Group. Contribute to development and implementation of the OI funding strategy, sourcing new funding, analysing information and assessing risks to decide how to improve it, in collaboration with the members of the OI Funding Working Group in to support forward planning.
-Work with programme managers to ensure high quality programme development processes including targeted strategy, concept note development and regular assessment and analysis as required to feed into planning and funding processes.

Fundraising and Coordination
-Ensure effective coordination with Oxfam colleagues at country level, regional and HQ level to ensure coherent country overview of funding opportunities, proposal submissions, grant management and donor liaison.
-Ensure that strategic and operational funding management information is distributed regularly to programme managers/budget holders and finance department.
-Project manage specific proposal development and reporting processes, working effectively with other colleagues to do so.
-Prioritise the securing of restricted funds from existing and new donors/mechanisms through clear and competitive fundraising submissions, with demonstrable accountability, seeking multi-year funding whenever possible.
-Contribute high quality analysis and written components within strategic proposals and editing/feedback on other proposals led by programme teams.
Funds Management
-Lead/support on negotiating donor contracts favourably in line with Oxfam standards
-Support programme teams (including logistics, HR and finance) to effectively manage
donor contracts, including the timely submission of high quality reports
-Provide specific advice and support to country team (with Finance Department) in all aspects of the financial management of specific restricted, including donor budgeting, compliance with donor requirements, managing income, financial reporting and the
necessary financial reconciliation on Oxfam management systems
-Ensure compliance with Oxfam procedures on bid processes, submission of donor
proposals, reports and contracts
-Work closely with the teams (in particular finance) to ensure greatest use of unrestricted
funds through strategic recharging to donor contracts where possible, and to ensure
budget spend is maximised
-Manage funding processes according to Oxfam International fundraipolicies and systems, responsible for Oxfam GB’s quality control of funding processes and communications, recommending changes to processes and advising on risk managementsing standards,policies and systems, responsible for Oxfam GB’s quality control of funding processes and communications, recommending changes to processes and advising on risk management

Information Management
-Ensure that grants management happens in line with external and internal standards
-Ensure that funding files, both electronic and paper, are complete and kept up-to-date
-Ensure that all restricted income for specific programmes is correctly recorded according
to Oxfam's internal donor income database (CRIMSON management), and strengthen
compliance and utilisation of internal systems for project and contract management
-Help develop information for induction, training and other resources (as required)
-Support preparation for audits or donor visits of donor funded programs as required
-Ensure that information on the funding opportunities is shared with other members of
the OI confederation in OPTI through the FWG
-Contribute to maintaining up-to-date funding grids and updates
-Ensure that strategic and operational funding management information is distributed
regularly to programme managers/budget holders and finance department.
-Gather and collate information from a wide range of well-defined sources/analyse and communicate complex information to a wide audience with regards to funding
opportunities and grant management (knowledge management)
Gender
-To assist in ensuring that the programme is planned and implemented in a consultative, participative and gender sensitive way and to ensure this is articulated well in proposals and reports.

SKILLS AND COMPETENCE: Essential
-Demonstrated experience of complex project management/leadership in multi- stakeholder processes
-Significant experience of planning for, securing and managing funds from institutional donors across all key humanitarian and development strategic donors (EC, ECHO, DFID, SIDA, UN etc)
-Experience of providing funding support to scale up of emergency responses, demonstrating work under pressure to tight deadlines
-Excellent written skills with proven ability and experience of developing high quality proposals/bids and reports
-Strong project monitoring and evaluation knowledge and practice including developing logframes, handling quantitative and qualitative data for reporting purposes.
-Understanding and experience of managing the complexities of implementing projects with institutional donor grant funding.
-Strong business skills including solid numeracy and financial and IT skills, with attention to detail to develop and analyse donor budgets and reports, and support the financial management/monitoring.
-Analytical skills and critical thinking with the ability to research, analyse, and report (e.g. researching donor priorities, evaluating proposals and reports, determining match between external funding opportunities and Oxfam objectives)
-Highly developed interpersonal, communication and influencing skills: both written and verbal
-Ability to work effectively with others in diverse team situations to achieve fundraising targets
-Self-motivated, target-driven and a proactive approach to funding
-Ability to manage time effectively, and adapt priorities to respond to changing demands
and tight deadlines, across multiple time-zones
-Capacity to explain complex issues in simple and relevant terms
-Commitment to Oxfam’s mission, aims & objectives
-Fluency in written and spoken English

Desirable
-Experience in tendering and successful bid development
-Experience of capacity building, preferably in funding, including coaching and delivering
training at individual and group level, of staff and partners. Strong numeracy and financial and IT skills, with attention to detail to develop and analyse donor budgets and reports, and support the financial management/monitoring.
-Understanding of and commitment to mainstreaming crosscutting issues in emergencies, such as gender/protection, with demonstrable experience of supporting others to mainstream gender into programmes under development
-Knowledge, understanding and experience in the Middle East.
-Fluency in written and spoken Arabic
