War Child Holland’s programme in the oPt
In the oPt, War Child works with partners to create an inclusive, protective psychosocial care system for Palestinian children and young people affected by violence. We provide a network of support, from community interventions to specialized psychological and legal services. We work with communities, families, parents, caregivers, youth and children, as well as professionals to provide a safety net for children and young people in the West Bank, including East Jerusalem, and Gaza.
Your challenge
Programme management
You are responsible for programme development and overall programme and grant management. You monitor partners’ programme implementation and report to the Country Management Team on partner compliance.
Human resource management
You manage the programme department staff, you are a member of the Country Management Team, and you report to the Country Director.
Capacity-building staff & local partners
You develop or source training for WCH staff and partners to support the implementation of the programme. You carry out training and individual coaching for programme staff and local partners and ensure the quality of trainings delivered by staff and partners.
Representation & networking
You develop and maintain relationships with local government, UN agencies, other NGOs; donors and communities, among others through representing War Child in coordination platforms and participating in fundraising and representation activities.

Your profile
Essential:
- Open to local and expatriate applicants of all backgrounds, (subject to ability to safely live, work and travel throughout the oPt);
- Substantial field experience in programme development and implementation (preferably in both humanitarian and development contexts);
- Relevant academic background (e.g. psychology, pedagogy, social work, social sciences) or equivalent experience;
- Specialist knowledge of child protection, psychosocial programmes and/or community development;
- Proven high-level proposal and budget development and report writing skills;
- Experience in management, training and capacity building of senior and junior staff;
- Willingness to adapt to multiple roles required to work hands-on in a small but ambitious team;
- Ability to work in a potentially unstable and politically complex environment, and willingness to travel within oPt, including Gaza;
- Working knowledge of general finance and HR tools & systems;
- Excellent written and spoken English;
- Affinity with WCH’s mandate.
Desirable:
- Experience working as a practitioner within child psychosocial and/or protection systems;
- Knowledge of participatory assessment and community based programming;
- Spoken and written Arabic;
- Full drivers’ licence and willingness to self-drive in the West Bank
- Strong knowledge of quantitative and qualitative research, monitoring & evaluation tools and methods.

- The contract for is for at least 1 year in this position, with the intention to prolong. The preferred starting date is March 20th 2017, but is negotiable for the right candidate.

oPt is a family duty station. An expatriate is allowed to bring a partner and children, but will be expected to travel regularly and overnight/s to Gaza, where partner and children cannot accompany.
