Programme Manager
Job Description
UNESCO
Duty Station : Ramallah (with travel to other parts of West Bank and Gaza when needed)
Starting Date : 1 July 2009
Duration of Contract : One year with a 3-month probation period renewable (2 years)
Under the general supervision of the Programme Management Committee (PMC) of the MDG Culture and Development in the oPt Joint Programme (JP) and the direct supervision of the UNESCO Programme Specialist for Culture, the Programme Manager will perform the following duties:
* Ensure efficient coordination, between the participating UN agencies and Palestinian Institutions and stakeholders, and implementation of the project through day-to-day management in accordance with the approved work plan and budget as well as identify delays and bottlenecks and propose mitigation measures
* Facilitate the annual planning exercises with the PMC to design the joint work plan and budget for approval by the National Steering Committee (NSC)
* Ensure the implementation of the monitoring, evaluation and reporting plan
* Ensure adequate communication and flow of information between all stakeholders
Professional skills and qualifications
* High level of analytical and management skills, including strategic planning, results-based management and report-writing
* Understanding of project cycle and log-frame design including administration and financial management
* Knowledge of the Palestinian context, including civil society (NGOs, etc.), in particular Culture related issues
* Proven ability working in a team particularly in a multi-cultural and multi-stakeholder setting, from national government to grass-root levels
* Media and communication skills
* Knowledge of Youth and Gender Issues as well as Human Rights is an asset
* Familiarity with Crisis Prevention and Recovery Issues is an asset
Education:
Advanced university degree in development and/or culture-related fields (e.g. Anthropology, Architecture, Archaeology, Arts), Public Administration, Social Sciences, Economics or other related fields Knowledge in one or more of the following fields: safeguarding of cultural heritage, tangible or intangible, promotion of cultural activities, cultural rights, cultural and creative industries is an asset
Experience:
Minimum of 6 years of professional experience in programme and/or project management, preferably with the UN Knowledge of computer and software (word-processing, spreadsheets, presentations, etc)
Fluency in English and Arabic (excellent speaking and writing skills)
