Programme Manager - Gaza

Austrian Representative Office, Ramallah, Palestinian Territories; dislocation c/o UNDP Gaza
Reporting to:
The Program Manager will perform his/her duties under the supervision of the Austrian Representative
Fixed term contract for two years
Politics and Economy
-Acquisition and updating of relevant information and knowledge of the country
-Dialog on political and economical developments
-Political reporting and preparation of inputs for meetings
-Vulnerability analyses of Austrian programs, projects and investments
Development Aid Policy
-Dialog on relevant governmental program with the Austrian Representative and sector relevant donors
-Communication of Austrian Development Aid Policy to the local partners
-Active participation in the donor coordination and sector related working groups
-Analyses and assessment of the role of civil society
-Preparation of inputs for meetings and discussions
Program Cycle
-Analyses and assessment of the relevant government policies
-Development of sector strategies and sector programs on the basis of the three years program and the country strategy of the Austrian Development Cooperation and the development plans of the partner country
-Preparation of and participation in bilateral negotiations
-Function as the technical focus point for the sectors
-Planning, preparation and organizing sector workshops
-Compiling, expansion and update of sector archives containing documents relevant to the Austrian program
-Program monitoring and evaluation
-Sector finance management
Project Cycle
-Support local partner in developing and drawing project proposals
-Input for the preparation of the approval forms
-Project monitoring and evaluation
-Project finance management
General administration and networking
-Management of the dissociated office in Gaza including file and knowledge management
-Preparation and support of visits of Journalists and official delegations
-Contact with relevant government authorities and private sector institutions
-Assistance in all required administrative activities
Reporting
-Sector progress reports
-Project progress reports, including political context
-Inputs for weekly and quarterly reports of the Representative Office
Consular
-Receiving visa applicants and taking finger prints
-Updating Austrian citizens list in Gaza
-Assisting Austrian citizen in consular issues, like renewal of passport or any other documents.
-Being a contact person in Gaza in cases of Consular emergencies.
Minimum Requirements
Education:
-Master’s degree in Development Studies, Political Studies or related fields
-or Bachelor’s degree and five years of relevant working experience
Skills:
-Pro-active and self-motivated team player
-Excellent communication skills
-Project Cycle Management (logical framework)
-MS Word, Excel, Outlook and internet applications
-Capability to work in an international environment showing an analytical and logical approach to solving problems
-Ability to prioritize work efficiently and productively
Language requirements:
-German (official language level)
-Arabic (at least conversation level)
-English (negotiation level)
