The Department of International Development (DFID) is the part of the UK Government that manages Britain’s aid to developing countries. DFID’s Jerusalem office is part of the British Consulate General.
DFID is seeking to recruit a local staff member for a full time Programme Officer B2 post due to start as soon as possible. This is a fixed term post for 2 years and up to two years renewable. It will be based in DFID’s East Jerusalem (Sheikh Jarrah) Office.
Candidates must meet Government of Israel employment criteria for working in Jerusalem and the Palestinian Territories.

Background to DFID:
As part of the Middle East and Africa Department (MENAD), DFID Palestinian Programme is responsible for delivering DFID’s assistance to the Occupied Palestinian Territories and working across Whitehall on HMG’s support to the Middle East Peace Process. Our focus is on helping the most vulnerable, supporting the Palestinian economy, helping to build state institutions, improving security and access to justice as an investment in peace and supporting civil society to hold decision makers to account.
DFID in general and MENAD in particular have a reputation for corporate excellence. High value is placed on good financial management, efficient systems, and clear communication. Priority is given to ensuring that staff management is of a high standard, with reports completed on time, training undertaken and career development opportunities provided.
The DFID team comprises 16 staff in Jerusalem, leading on most facets of the programme, and a team of three in London, leading on Whitehall relationships and communications. The Operational Plan, which sets out the shape of the overall DFID Palestinian programme for 2011-2015, is built on three pillars: State Building (comprising security and governance), Wealth Creation and Poverty, Vulnerability and Hunger. The Operational Plan budget is £349 million.
You will be based in the Statebuilding Pillar and report to the team leader.
The Statebuilding Pillar will continue to help the Palestinian Authority to deliver essential services such as health and education, whilst also continuing to build the institutions needed for a future Palestinian state to deliver its own development priorities in line with the Palestinian National Development Plan (PNDP) 2011-13 and future plans. We will also support civil society to help decision makers be more responsive and accountable to the needs of Palestinian citizens.
Main Duties
Project Cycle Management and Delivery of Results.
You will have responsibility for helping support the design, delivery and evaluation of new interventions as well as overseeing the effective implementation of existing projects. The current post holder is responsible for managing the team’s programme work on:
-Support to civil society to hold decision makers to account.
-Strengthening police and justice services for women victims of domestic violence.
-Preparation for a prospective new programme to build capacity in the Minister of Interior for good governance of the security sector.
-Monitor the results of DFID’s direct financial assistance to the Palestinian Authority, focused on the health, education and social protection sectors.
Parliamentary and Public Correspondence
The challenging and politically sensitive context of the Palestinian programme means the team has a high volume of briefings, submissions and Parliamentary and public questions. You will need contribute to and sometimes lead on providing high quality and timely inputs, both proactively and reactively, to ensure that Ministers and senior management have the relevant information to make decisions.
Policy and Influencing
You will work with a wide range of partners including the Palestinian Authority, multi and bilateral organisations, a diverse range of civil society partners and the private sector to deliver HMG’s policy objectives for statebuilding and the Middle East Peace Process.
You will be called upon to lead and contribute to occasional research, think pieces and policy work. You will support advisers in relation to DFID’s role as donor co-chairs of sector working groups and represent DFID at external meetings. The current post holder has been leading DFID’s engagement with the health and education sectors.
Corporate
You will be asked to lead on a range of corporate tasks to ensure the programme is delivering results in line with DFID’s best corporate practice.
Qualifications and Skills:
-Bachelor’s degree or equivalent in a discipline related to international relations or social sciences.
-Fluent spoken and written Arabic.
-Excellent project management skills;
-Accuracy, attention to detail and a proven ability to accurately forecast and manage expenditure.
-The ability to work effectively in a team and deliver through others;
-A sound understanding of how donor structures in the OPTs operate and DFID’s role in these.
-Fluency in spoken and written English, with high quality plain English briefing and drafting capability.
-Numerate with excellent Excel skills.
-An ability to represent DFID effectively with high level interlocutors such as government officials, civil society leaders and senior donor representatives.
-Ability to travel to the West Bank on a regular basis.
