Job Description

The Representation of Denmark to the Palestinian Authority and UNRWA (DRO) wishes to recruit a Programme Officer with an academic background on a full time basis for development cooperation

Denmark’s development cooperation to Palestine focuses on; i) Palestinian State building and citizens’ rights and ii) Equal opportunities and economic growth.

The work load of the successful applicant will be divided between two main tasks as appropriate, namely a) the planning, administration, assessment, implementation of development programmes within the field of the above mentioned priorities; and b) strategic programming and planning alignment with the same priorities. The successful applicant will furthermore be required to engage in various other projects and tasks within the administrative office portfolio on an ad hoc basis and when needed.

The position:
-Title: Programme Officer
-Place of service: the Occupied Palestinian Territories, Ramallah. With some travel within the West Bank and to Gaza
-Contract period: 2 years (incl. 6 month trial period)

Main tasks:
-Day-to-day management, control and quality assurance of all related aid management cycle, i.e. preparation, formulation, financing, implementation and completion of his/hers designated programmes and projects within the overall development portfolio of the DRO
-In cooperation with the Head of Cooperation and other stakeholders, the Programme Officer is responsible for ensuring that his/hers designated projects and programmes are in line with relevant principles, policies and strategies for aid delivery. This includes the Danish development strategy, agreed EU strategies as well as agreed principles on aid effectiveness 

Qualifications:
-Relevant academic degree in the fields of economics, political science, international relations, development studies or other relevant area
-The ability to conceive, develop and implement development programmes
-The flair for driving and managing strategic initiatives and processes, including good negotiation, communication and advocacy skills
-Ability to take initiatives, work effectively and efficiently in a results-oriented manner, plan and think ahead and quickly adapt to the changing circumstances
-The ability to fully take charge of the portfolio under the incumbent’s responsibility and work independently as well as within a team in a sometimes hectic environment
-Fluency in written and spoken English. Knowledge of Arabic and/or one of the Nordic languages will be an advantage.
-Good IT skills: full familiarity with Microsoft Office (Word, Excel etc.), and similar applications
