Oxfam invites applications from experienced candidates with strong analytical skills and conceptual depth for the following position:
Programme Officer (PO)
36 hrs per week (90%), for one year
Renewable subject to funding and performance
Estimated starting date: ASAP
Based in Jerusalem
Purpose of the function:
The PO will manage Oxfam Novibs programmes on Gender Justice and Womens Rights and Conflict transformation working with local partner organizations both in the Occupied Palestinian Territory and Israel. The PO will provide strategic and hand-on support to our local partners and contribute towards achieving Oxfam Country Strategy objectives. Concretely the PO will support and lead the implementation of the projects funded under the Strategic Partnership modality.
The Programme Officer reports directly to the Associate Country Director (ACD).
Main tasks of the function:
-You will coordinate the planning, implementation and monitoring of program and project activities, including field visits, according to the approved and agreed upon project proposal and action plan;
-You will coordinate with range of internal and external stakeholders and allies to ensure that implementation is complimentary to and in line with country strategy of Oxfam and Strategic Partnership framework;
-You will oversee budget performance in line with agreed targets, milestones and deadlines in close coordination with the Finance Officer;
-You will provide technical support including capacity building to the partners in the implementation of the activities and facilitate and/or arrange for external technical support if required in close consultation with the ACD;
-You will ensure that narrative and financial reporting and other donor requirements (such as audits) are met in line with back donor agreements and as directed by the Oxfam Novib Headquarter;
-You will prepare stories or input for any other written materials for external communication on the project and communicate complex information to a wide audience;
-You will ensure that the (digital) archiving of the project activities is correctly done and maintained;
-You initiate and facilitate activities concerning knowledge & information management and exchange with program partners to strengthen the effectiveness and implementation of programmes and lessons learned.
-You will provide strategic advice and analysis for development of Oxfams programs on Gender Justice and Womens Rights and Conflict Transformation;
-You will engage in proactive fundraising and proposal writing in coordination with the Institutional Funding Officer;
-You will represent Oxfams work on Gender Justice and Womens Rights and Conflict transformation both internally and externally;
-Any other task that may be deemed relevant in order to promote the programming and strategic priorities of Oxfam on both thematic areas.
You have
-Completed an academic degree in development studies or related field, specialization in gender and/or Womens studies and/or international law.
-Knowledgeable about the key issues in the Israeli-Palestinian conflict with focus on womens rights and gender justice and conflict transformation in particular.
-Solid understanding of gender concepts and latest developments in Gender Justice policy and practice and proven experience in using different gender analysis frameworks and tools;
-Solid understanding of conflict analysis and conflict transformation frameworks, theories and practice;
-Experience in organisational analysis & partnership with local civil society organizations, grant management & program development and monitoring, evaluation and learning to support development programs.
-extensive experience (at least 5 years) with donor contract management with complex coordination and reporting structures/processes
-Experience in fundraising with institutional donors
-Proven experience in representing an organization at the level of local partners, local and national authorities, and donors;
-Solid understanding of monitoring, evaluation, accountability and learning (MEAL) principles and practice;
-Strong analytical thinking skills and abilities to influence others.
-Excellent social skills and demonstrated ability to be a team player
-Excellent communication skills in English both spoken and written. Command of Arabic is an asset.
-Articulate and knowledgeable in local, regional and global developments in the two thematic areas and well read on recent trends and academic thinking with the ability to translate these to practice.
-Flexible team player and able to deal with multiple simultaneous and conflicting priorities.
We offer
The employee will be contracted by Oxfam Novib according to Israeli labour legislation with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Salary range ILS 126,309 246,446 gross per annum, for a 40 hour contract pro rata for this 90% position.
