About DanChurchAid (DCA) and Norwegian Church Aid (NCA).

DanChurchAid (DCA) and Norwegian Church Aid are non-governmental organisations. Both are members of the ACT Alliance and work primarily with local partners, international networks, churches and non-religious civil organizations. The organisations have merged into one country team with offices in East Jerusalem and Gaza. The joint country program (JCP) supports some 20 partners and their projects through a team of 15 staff and annual turnover of approx. USD 5M. We manage contracts from the Danish and Norwegian governments, and European Union. We support economic empowerment of youth and women, by use of renewable energy, mobile technology and agricultural innovation. We work with active citizenship and empowerment. We respond to humanitarian crisis and coordinate within UN system.. We advocate for respect for international humanitarian law and human rights law from duty bearers.

Major Responsibilities:

Programme Support and Grant Management

  • Work in close relation with the relevant partners (Palestinian and Israeli) on the assigned projects, to develop project plans, financial plans and strategies and synergies, from its design to its completion and reporting.  It includes all aspects of the project and the partnership as well as the necessary coordination and collaboration with various colleagues in JCP.
  • Participates in the development of all technical documents for projects, including those needed to start and kick off the partner projects, both on operational and strategic level.
  • To assist the Humanitarian Programme team to meet the support needs of the programme. This involves project development and management, donor contracts, administration, monitoring and evaluation, assisting capacity building of the offices and partners working on the programme, and developing effective systems.
  • Support the team in emergency Response Planning, sudden emergencies and humanitarian projects responding to protracted crisis elements and ACT Appeals.
  • To collate and provide necessary information for OCHA and Cluster Coordination systems.
  • Contribute to continuous program development, institutional memory and experience sharing in accordance to the guidelines and principles set in strategic guidelines of DCA.
  • Together with the team, support partner organizations in identifying capacity gaps and facilitate training and other means of enhancing the quality of project design, implementation and management, as well as general compliance to back donor requirements.
  • Support the relevant programme partners to ensure DCA/NCA fulfils its legal contractual obligations to the donors of the programme, including Danida, Norad, EU, and other stakeholders.
  • Support the JCP team in identifying and developing opportunities for fundraising.
  • Develop and maintain sound partner relationships with projects beneficiaries through regular visit, continuous follow up, technical support and representation.
  • Ensure that appropriate policies, practices and systems are in place.
  • Contribute in the reporting processes, both narrative and financial reporting.

Advocacy

  • Identify, develop and coordinate with DCA/NCA senior advocacy advisor, Programme Policy and Communications.
  • Coordinate with partners as applicable communications, policy, programme and advocacy issues and concerns, facilitating effective working relations and ensuring a specific input into policy messaging.
  • Identify, formulate and implement advocacy support activities in line with Int. advocacy strategy.
  • Maintain an active network of external stakeholders (UN, NGO, civil society).

Job Requirements

Key qualifications / Experience expected/ Education:

We are looking for a candidate who can fully embody DCA key management values of being Compassionate, Proactive, Responsible and Respectful.

  • Relevant Degree in International Law or Political Science
  • 2-5 years of experience in Project management in NGO sector
  • Strong understanding of humanitarian/development policy and principles and challenges
  • Technical and managerial competence in needs assessments, implementation planning, monitoring and evaluation
  • Experience in Media Communication and Advocacy experience.
  • Proven ability in writing reports, concept notes and proposals
  • Ability to drive in Jerusalem
  • Fluency in Arabic and English, knowledge of Hebrew an asset
  • Independent thinker
