Programmes Manager
Human Appeal is a faith-based charity that aims to abolish poverty by providing humanitarian aid, sustainable development programs and championing advocacy for our beneficiaries worldwide. Human Appeal has seven International Field Offices across the globe.
Here at Human Appeal we have an exciting opportunity for the Programmes Manager Position, to be based at our Gaza office Palestine.

Main Job Purpose:
Manage and oversee the coordination and administration of all aspects related to programmes activities, including planning, organizing, staff leading and controlling programmes activities. For the successful delivery of the whole programmes portfolio (emergency response, humanitarian and development), proposed changes, projects and management of their inter-dependencies.
Accountabilities:
1: Programme Development
- Provide strategic direction to the programmes, and ensure it works towards reducing poverty in a sustainable manner and responds to emergencies effectively
- Take a lead role in the annual strategic planning process
- Design programmes and projects based the needs on the ground, the organisation’s priorities, the Country Annual Plan (CPOP) and relevant strategic documents
- Proactively identify opportunities to build key stakeholder relationships, and take the initiative to follow up with necessary action
- Develop timely and good quality donor proposals to expand the programme, using a participatory approach involving all relevant stakeholders
- Work with the Head of Gaza to diversify the funding base through developing existing or new relationships with donors
2: Implementation and Quality of the Programme
- Make key decisions in relation to the programme implementation, and offer solutions to problems that arise during the implementation of programmes
- Ensure the programme meets Human Appeal Quality Standards and Codes of Conduct
- Ensure the programmes are implemented and evaluated in a consultative and participative manner through regular field visits using HA accountability frame and related appropriate tools.
- Ensure the timely submission of high-quality reports to HQ and donors, according to the appropriate guidelines
- Ensure programmes risk register is closely monitored and updated periodically to avoid any identified risks from halting any programme
3: Management
- Actively participate in the Country Senior Management Team (SMT)
- Facilitate team building across the Programmes team, Human appeal Palestine and the wider organization
- Ensure second layer of programmes team is as effective as possible during his presence.
- Motivate the programmes team and ensure they have clear objectives and receive meaningful feedback on their performance
- Provide HR Management to ensure the short and long-term success of the programmes, including recruitment, staff development, security etc.
- Deputize for the Head of Gaza whenever requested to do so (it is estimated this task will involve up to 10 % of the programme manager time)
4: Networking and Communication
- Build relationships with donors and other INGOs in Palestine
- Ensure regular and effective communications are maintained within the programme, and with the Desk at HQ
- Monthly reporting on programme activities must be clear and comprehensive of achievements and challenges
5: Budgetary responsibility
- Assist the programmes team to develop, finalise and closely monitor the programmes budget
- Work closely with the Finance Department to ensure effective financial and budgetary control of the programmes, according to HA’s policy and procedures
- Ensure corrective measures are taken to address over/under spends in the project budgets
6: Monitoring and Evaluation
- In coordination and collaboration with the Monitoring and Evaluation Department, develop a programmes evaluation system to assess the strengths of each program and to identify and implement action plans regarding areas for improvement to ensure MEAL processes and framework are in place.
- Identify and evaluate the risks and possible threats associated with Programmes activities and take appropriate action to control the risks.
- In cooperation with the Programmes staff, oversee the implementation of a monitoring and evaluation plan for all the projects, in line with the donor guidelines, and ensure that activity, impact and output data is captured in an accurate and efficient manner, and that programs are continually tailored to optimize quality and impact levels.
- Follow up Monitoring and Evaluation reports, recommend and implement changes to enhance the programmes, as appropriate
- Ensure full accountability to both donors and beneficiaries and be responsible for continuously improving transparency and value for money and programmatic impact.

Requirements:
Education
University degree in Business Management required. Master degree or equivalent preferred.
Experience
Minimum of 5 years of INGO experience with at least 3 years of successful project management experience in the humanitarian field.
Computer Skills
MS Office Suite
Languages
Strong English language speaking and writing abilities and Arabic language. Additional languages is a bonus
