Programs Manager

Qatar Charity (QC) is an international non-government organization that has been operating in Palestine since 1996. QC works in the fields of sustainable development, fighting poverty, and providing humanitarian relief in cases of emergency, regardless of color, gender, religion, race or nationality.

QC focuses its work on four strategic areas: the family, women and children, education and culture, Income-generating projects and relief in emergency situations.

Job Opportunity: PM (Programs Manager)

Duration and Starting Date: Annual renewable contract, starting by June 2010.

Description of Duties:

In the framework of QC programs in Palestine, the PM will be working closely under the guidance and supervision of the Country Director on the supervisions/implementations of the assigned activities and to identification of appropriate response in the overall context of QC strategies and programs. The PM will report to the Country Director.

Main Tasks and Responsibilities:

-Provide periodic and improvised reports and up-dates on the status of the programs implementation, in additional to others reports within QC Palestine and projects summaries for donors.
-Design quality monitoring and evaluation procedures for QC program, and ensure the use of high quality processes and tools of gathering, analyze and flow for data between Gaza and Ramallah offices.
-Participate in recruitment of new staff, maintain job description, develop staff evaluation procedures, and other staff managerial issues.
-Participate in fund-raising initiatives, drafting concept papers and funding proposals, collection of required data and information to meet with the needs of existing and potential donors.
-Participates in the design and implementation of QC’s country, social welfare and poverty alleviation strategy, in collaboration and coordination with Gaza Field Office Director and Country Director.
-Follow up on the QC external relations with local authorities, counterparts, beneficiaries and other external actors related to QC activities, in collaboration and coordination with QC Country Director.
-Performing other duties as may be assigned by the direct supervisor.

Qualifications needed for this position:

-MA degree in Social Sciences, Development Studies, Project Management, or other relevant technical field
-At least 6-10 years experience (previous position in managing complex programs) working in the NGO sector in the Palestinian territories
-Strong understanding of logical frame work in writing concept papers and project proposals
-Strong understanding of the social, political, and economic context of Palestinian territories and specifically the Gaza strip
-Excellent administration and management skills
-Excellent writing skills in English and Arabic
-Strong initiative, self-reliance and cooperative
-Proficiency in MS Office
-Holding a valid driving license
