Programs Manager
The NGO Development Center (NDC) is a non-profit Palestinian organization whose main function is to empower non-governmental organizations (NGOs) to respond to the needs of the poor and marginalized. NDC provides a distinctive combination of direct grants to NGOs, to help them perform with improved quality and outcomes, while increasing access to services by the most vulnerable.
NDC is currently seeking a dynamic Programs Manager with excellent conceptual, analytical and organizational skills for its main office in Al-Ram. The Programs Manager will be responsible for a portfolio of projects in the West Bank and Gaza. The Programs Manager reports to the NDC Director.
Position Duties:
- Ensure coordination, development, follow up and evaluation of NDC projects implemented in the field.
- Prepare the programs work plan and budget, monitor progress and report periodically on progress and outcomes.
- Supervise and provide guidance to the programs Project Officers and technical team; and coordinate with NDC line managers and specialists on regular basis.
- Communicate the grant-making application process to the community and NGOs including the eligibility criteria, guidelines for submission and application forms.
- Manage the technical team in conducting the required assessments and appraisals of grant applications submitted to NDC for funding and make recommendations to the NDC Technical Assessment Committee.
- Manage and coordinate the execution of grants activities/ sub-projects, including planning, sub-grant design, due diligence, negotiations, preparation of sub-grant award documents, grant implementation agreements and administration, monitoring and closeout;
- Maintain records of regular monitoring and impact assessments.
- Prepare high quality analytical regular progress reports.
- Recruit consultants, prepare TORs, monitor consultant’s work and quality of deliverables.
- Actively participate in the development of new programs and proposals to donors.

Qualifications and Professional Experience;
- BA/S or equivalent in social science, management, development, public or business administration, engineering or any other relevant field; MA/S preferred.
- At least eight years of experience in related functions including three years of management-level experience with complex multi-sectoral programs.
- Experience in managing staff of different disciplines.
- Good knowledge of the NGO sector.
- Experience in women empowerment and gender equality projects.
- Experience in project cycle management, monitoring and evaluation and procurement procedures.
- Strong written and oral communication skills in English and Arabic, including report development, writing and editing.
- Advanced computer skills.
- Excellent command of English and Arabic languages.
- Valid driving license.
- Access to Jerusalem is an advantage.
