Position Title:Project Accountant
                            (Based at the Gaza Office)
Reports To:Gaza Program Manager and oPt Operations Manager
Commencement Date:1 January 2011
Position Type:Three Year full-time contract

Main Purpose of the Position

Reporting to the Gaza Project Manager and Middle East Operations Manager, the Project Accountant is responsible for the financial management of ActionAid's "Reaching Beyond the Wall (RBW)" project. This project is a creative and dynamic project partnering 5 local organisations working on women's empowerment, youth empowermnet, livelihoods, child education and theatrical sub-projects. ActionAid is seeking a project accountant who has experience working with and raising the capacity of partner' financial systmes to ensure maximum financial transparency to the community and to donors. The Project Accountant will administer all matters related to finance, administration and human resource within the Gaza Office. To provide administrative program support and ensure all policies and procedures are adhered to.

Key Roles and Responsibilities

1-Finance

-To administer all finance-related activities within the Gaza office.To administer and pay purchase requests and verify all documents have been appropriately authorised.
-To maintain petty cash records in accordance with ActionAid policies and procedures and ensure safe records are maintained accurately at all times.
-To support the capacity development of financial systems within partner organisations to ensure compliance with ActionAid processes and to ensure principles of transparency and bottom up accountability are integrated into the project management system.
-To record and audit all receipts and ensure that all expenses are legitimate and accurate and in line with the budget line and monthly budgetary projection.
-To appropriately record project and office expenses in MYOB.
-To bring to the attention of the Gaza Project Manager (PM), Operations Manager (Hebron) and Middle East Represenative (MER) any potential misuse of funds and/or irregular receipts.
-To be responsible for the security of cash when being transported from the bank to the safe.
-To prepare and provide to the PM accurate and timely expense summary reports.
-To prepare monthly project and office finance reconciliation.
-To ensure all finance documentation are appropriately filed on soft and hard copy and kept confidential.

2-Administration

-To provide clerical assistance to ActionAid Gaza office.
-To oversee overall Gaza office administration and e-mail correspondence.
-To conduct periodic stock taking/inventory every two months and maintain asset register.
-To keep up-to-date record of telephone usage by staff.
-To purchase stationery stock as required.
-To ensure both soft and hard filing of office and programme documents are in good order.
-To ensure regular maintenance of project vehicles takes place and that they are registered and insured at all times.
-To ensure that vehicle logbooks are completed accurately by the drivers and that monthly totals are calculated and recorded including all issues relating to access issues.
-To ensure proper maintenance of ActionAid’s office equipment, furniture, building and other assets.
-To carry out a backup copy of the computers once a week on Friday afternoon and ensure one copy is kept outside the office premises.

3-Human Resources
-To maintain and update all staff personal records and relevant information both in hard and soft copies.
-To ensure leave procedure is followed and leave is adequately recorded.

4-Additional Tasks and Responsibilities
-To assist the PM in collating and updating statistics, maintaining partner information and preparing reports.
-To perform other duties as directed by the PM

Knowledge, Skills and Experience Required

1-A deep commitment to ActionAid's vision, mission and values
2-At least two years experience in office and human resources administration
3-Strong experience in financial administration
4-Experience developing the capacity of partner organisation financial systems
5-Knowledge of MYOB preferred or willingness to learn
6-Good attention to details and strong organisational skills
7-Excellent use of excel and word programs, as well as of e-mails and internet
8-Demonstrated resourcefulness, integrity and cross-cultural qualities
9-Experience working within a participatory and community based
10-Excellent command of Arabic and English
