In order to support the programme “Preparatory and further training for TVET personnel in Palestine”, we are looking for a full time (100%)

“Project Advisor for the establishment of a legal framework“

Tasks and Functions include but are not limited to:

-    Providing policy and technical advice, particularly to the political partners (Ministry of Education and Higher Education and the Ministry of Labor) on the development of the system and the establishment of a legal framework for the qualification measure of TVET personnel in Palestine
-    Assisting and monitoring the development and implementation of programme plans and activities in close coordination with counterparts
-    Dealing with the design, preparation and implementation of workshops, seminars and other events connected with the programme
-    Developing and organizing quality assurance measures and suggesting necessary changes, improvements and initiatives
-    Supporting cooperation, regular contact and dialogue with partners
-    Developing ready-to-use strategies and technical concepts, including guidelines, manual and procedures
-    Assisting with research activities and studies and political issues which benefit the component
-    Coordinating with the partner organizations in the field of TVET, particularly MoEHE and MoL TVET providers, representatives of the institutionalized economy
-    Coordination and steering of short term experts
-    Reporting to the Head of Component of this field of intervention

Required qualifications, competences and experience:

-    At least 5 years of relevant professional experience in a comparable position.
-    Master degree in Law/ Legal Studies, Social Studies and/or any related field.
-    Strong analytical and conceptual skills
-    Experience with project cycle management
-    Knowledge in vocational education and training
-    Work experience in the private sector is an asset
-    Excellent networking and communication skills
-    Experience in event management
-    Excellency in Arabic and English (speaking, writing and reading); German is an asset
-    Excellent computer skills (MS Word, Excel, PowerPoint, Project)
-    Ability to work under pressure

Assignment: Starting 1st September 2017, 1 year contract with possibility of extension.
