Job Description
The German Technical Cooperation (GTZ) is an international cooperation enterprise for sustainable

To support the ongoing implementation of the project “Advisory Services to the Prime Minister’s
Office/PMO“ GTZ is looking for a
“Project Advisor”
being responsible for the management and coordination of interventions within the framework of
the project, which provides technical support to the Cabinet Secretariat/PMO in its institutional and
organisational modernisation process.

Responsibilities and tasks:
-Support the GTZ Team Leader in overall project management and administration;
-Assist the “PMO Task Force on Organisational Development” in planning, implementing and
monitoring the institutional modernisation and change process;
-Assist the Task Force in designing and implementing the Integrated Cabinet Affairs Management
System (ICAMS) and other information sub-systems for different functional areas;
-Support the establishment and institutional anchoring of a demand-oriented training and qualification system at PMO and the Cabinet Affairs Units (CAU) in line ministries;
-Provide managerial and organisational assistance to facilitate the implementation of agreed upon
project measures (contracting and supervision of consulting services, procurement of equipment,
organisation of training programs, etc.);
-Establish a result-oriented monitoring system for following-up project activities and prepare
regular monitoring reports on the status of project implementation;

Required qualifications:
-Masters degree preferably in the field of public administration, law, economics, or equivalent;
-Well developed analytical skills;
-At least10 years of professional working experience in the field of public sector management and/
or implementation of technical cooperation programs; preparation, management and monitoring
of reform projects; coordination with international donors;
-Good knowledge of institutional landscape within the Palestinian public sector;
-Fluency in English and Arabic (oral and written), knowledge of German an asset;
-Excellent communication skills;
-Excellent writing and reporting skills;
-Computer literacy.
