Job Description
The German Technical Cooperation (GTZ) is an international cooperation enterprise for sustainable
development with worldwide operations. GTZ promotes complex reforms and change processes. Its corporate objective is to improve people’s living conditions on a sustainable basis.
To support the ongoing implementation of the “Policy Advice and Reform Fund (PARF)“ in cooperation with the Ministry of Planning and Administrative Development (MoPAD) GTZ is looking for a
development with worldwide operations. GTZ promotes complex reforms and change processes. Its corporate objective is to improve people’s living conditions on a sustainable basis.
To support the ongoing implementation of the “Policy Advice and Reform Fund (PARF)“ in cooperation with the Ministry of Planning and Administrative Development (MoPAD) GTZ is looking for a
“Project Advisor”
being responsible for the management and coordination of interventions within the framework of the Fund according to its Operational Manual. PARF is a flexible and demand-driven advice facility promoting the development and reform process of the Palestinian public administration in selected areas.
Responsibilities and tasks:
-Manage the existing institutional infrastructure for the Policy Advice and Reform Fund (PARF)
and the overall implementation of its activities in close coordination with MoPAD and the GTZ
team leader;
-Provide overall guidance and advice to (potential) PARF partner institutions on fund principles &
mechanisms and assist them upon need in the preparation of eligible project applications;
-Process all technical documentation related to the planning, decision-making and implementation
of PARF project measures and pre-evaluate PARF applications to be submitted to the Steering
Committee for approval;
-Provide organisational and administrative assistance to facilitate the implementation of PARF
project measures;
-Establish a result-oriented monitoring system for following-up on PARF sub/projects and prepare
regular monitoring reports on the status of Fund implementation
-Establish, broaden and manage a wide network of implementing organisations and other donors
involved in PARF-supported areas;
-Conduct PARF awareness campaigns.
Required qualifications:
-Masters degree preferably in the field of public administration, law, economics, or equivalent;
-Well developed analytical skills;
-At least10 years of professional working experience in the field of public sector management and/ or implementation of technical cooperation programs; preparation, management and monitoring
of reform projects; coordination with international donors;
-Good knowledge of institutional landscape within the Palestinian public sector;
-Fluency in English and Arabic (oral and written), knowledge of German an asset;
-Excellent communication skills;
-Excellent writing and reporting skills;
-Computer literacy.
