Project Assistant, ICLA
Gaza

The Norwegian Refugee Council (NRC) re-established its presence in the Occupied Palestinian Territories in January 2009 and is developing programme activities in the sectors of shelter and the provision of information, counselling and legal assistance (ICLA). The long term objective of the programme is to contribute to improved protection and living conditions for refugees and internally displaced persons in the OPT.

The ICLA programme is concentrating on providing legal assistance, particularly related to housing, land and property issues, for those displaced or facing displacement in East Jerusalem and the West Bank.  In late 2009, the NRC commenced a legal assistance programme in Gaza and established a legal aid center staffed by qualified lawyers who provide free legal assistance.

The ICLA programme requires a Project Assistant to assist with the administrative and logistical operation of the ICLA Gaza project. The Project Assistant will work under the direct supervision of the Project Coordinator.

RESPONSIBILITIES

-Responsible for all general administrative and reception duties related to the ICLA project, including the Legal Aid Center, such as answering phones and taking messages; filing and drafting correspondence; arranging and attending meetings and taking minutes as required; coordination with beneficiaries, partners and local lawyers as required; translation and interpretation when requested;
-Responsible for developing and maintaining a client database and ensuring that all client files are well maintained;
-Responsible for assisting with weekly and monthly reporting requirements;
-Working closely with the Finance and Administration Officer on issues such as procurement and logistics and ensuring that the Center financial forms and records are maintained in an accurate and timely manner;
-Responsible for hard and soft copy filing according the NRC file tree system
-Responsible for the implementation and ongoing maintenance of all office policies and procedures.
-Liaising with partner institutions, UN agencies, international and local NGOs, and government departments as requested by the supervisor;
-Accompanying ICLA staff on field visits as required;
-Provide administration cover and support to other NRC departments if required;
-Carry out other relevant administrative duties as requested by the supervisor.


SKILLS AND QUALIFICATIONS REQUIRED

-Qualified holder of a relevant administration or related certification with a minimum of 3 years work experience. Experience working for a non-governmental organisation is an advantage.
-Experience in maintaining a database and office filing system.
-Experience of financial budgeting and procurement is desirable.
-Ability to work under pressure, independently and with limited supervision.
-Able to work well in a team.
-Strong organisational and logistical skills.
-Excellent command of English and Arabic both written and orally.

Contract period:6 months, with possible extension
Salary/benefits:According to NRC’s general directions pay commessurate with experience and benefits provided.
