Project Co-Manager
The Belgian Development Agency (BTC) in cooperation with the Ministry of Local Government (MoLG) implement a project Regeneration of Historical Centers (RHC) in Local Government Units aimed to improve the social, cultural and economic development of Local Government Units (LGUs)and Municipalities in Palestine.
BTC is seeking to recruit highly qualified person to fill in the position of Project Co-Manager.
Roles & Responsibilities:
The responsibilities of the Co-Manager include (but not limited to) the following:
-Provide strategic guidance to the (MoLG), Municipal Development and Lending Fund (MDLF), (LGUs), (BTC) and other stakeholders in the implementation of the Regeneration of Historical Centers (RHC) project;
-Provide technical advice and input related to regeneration, social-economic development and cultural heritage protection and development;
-Fully participate and provide technical advice and input to the Project Committees and its members (Project Technical Committee, Regeneration Task Force and other project committees);
-Support the participatory planning process through active participation in the dialogue, advice on policy and capacity building issues relevant to the RHC project specific objective and expected results;
-Prepare terms of reference for the various studies and capacity building activities subcontracted and support the implementing agency to ensure their adequate implementation
-Support and provide technical advice for recruitment of specific technical international and national expertise required for project implementation including supporting the MDLF in recruiting external supports needed
-Support the Belgian Consulate and BTC in dialogue related to Regeneration and Historic Centres and liaise/coordinate on a regular basis with other regeneration stakeholders including PNA institutions, Development partners and NGOs among others.
-Ensure coherence and coordination of project strategies and activities with Local Government Reform & Development Program (LGRDP) project and support the LGRDP International Technical Advisor (ITA) in policy dialogue through the Sector Working Group for areas related to regeneration
-Facilitate synergies, collaboration, with LGRDP on the strategic and operational level and support the ITA in its policy advisor role for areas related to regeneration
-Implement activities in close collaboration with the project coordinator, and coordination with the project director.
The Co-manager will also, in close coordination with the National Director of the intervention (Directorate of Urban Planning and Directorate of Development and Investment /MoLG)
-Organize, coordinate and supervise the implementation of project activities in accordance with the approved work plans.
-Co-manage the project in cooperation with the MoLG and MDLF
-Attend and prepare the Steering Committee meetings on a regular basis
-Consolidate the narrative reports to be submitted to the Steering Committee
-Assist in preparation of the periodic (monthly/quarterly/bi-annual, etc) accountability returns from implementing partners to ensure that they follow the regulations referred to in the RHC Technical and Financial File (TFF) and Manuals and other related documents and that they also meet international accepted standards of public accountability; and provide comments and advice in improving these accountability returns when required;
-Ensure that the RHC narrative reporting guidelines are adhered to including the specified Monitoring and Evaluation processes
-Support, contribute and manage the procurement process, contract management and supervision processes
Qualification:
-Higher University degree (MSc and above) in Architecture, Urban Planning, Cultural heritage, Local Development or related field
-Significant experience in the Urban Planning and the Regeneration of Historic Centers
-Significant experience in managerial practices and in provision of advice to high level decision makers;
-Experience in development projects- Overseas Development Aid (ODA) type
-Ability to communicate fluently in English
-Knowledge of participatory planning processes and local development, especially with Local Governments and Community Based Organizations;
