Advocacy and Women's Rights Project Coordinator (2 positions needed)
DanChurchAid (DCA) has been working in Libya since the month of October 2011 on women's rights and gender-based violence. DCA will begin a project which will focus on enhancing the involvement of Libyan women in the public sphere and political decision making process through forming platforms and networks and advocating at the national and local level.
DCA is looking for 2 Advocacy and Women's Rights Project Coordinators who will be based one in the east (Benghazi) and one is the west of Libya (Tripoli). Each will be responsible for supporting and providing on-the-job training to DCA partner organisations (4 partners each) and will be responsible for planning, preparing and overseeing the implementation of the project in their respective areas and ensuring at the same time a coherent overall DCA national project through close coordination.
Key Responsibilities:
-Conduct an assessment of civil society organisations to identify potential DCA partners and relevant stakeholders to be involved in the project. This will include an institutional assessment of potential partner organisations and identify needs for capacity building and follow-up.
-Recruit, train and build the capacity of and supervise DCA national staff in project cycle management including individual workplans are developed and performance management of national staff is undertaken.
-Assist DCA partners in the planning of advocacy campaigns specific to their priorities.
-Strengthen the capacity of DCA staff and partners to plan and implement advocacy interventions in Libya
-Contribute to the coordination of advocacy initiatives with a special emphasis on regional experiences and approaches. Linking partners and DCA country offices that are engaged in advocacy with global initiatives.
-Co-ordination with colleagues of the advocacy team and designing of main advocacy campaigns and strategies Development and implementation of selected issues.
-Ensure effective reporting and monitoring mechanisms are developed and are operational by the 4 DCA national partners and DCA national staff.
-Develop training manuals and conduct trainings on human rights, women's rights, advocacy, rights-based approach, etc., and provide on-the-job training and mentoring to DCA staff and DCA partner organisations.
-Responsible for assisting in the development, update and management of partner advocacy action plans at local and national level to ensure Libyan women participation in public life is ensured. This includes advising, contributing, supporting and monitoring DCA national partners in the implementation of local and national plans of action, strategy.
-Responsible for coordinating and monitoring advocacy messages and initiatives to ensure impact at national and local level
-Identify publications, tools and other resources, available in print or electronically, related to Libya that should be available for NGOs information.
-Ensure reporting is completed on time, develop other proposals on women's rights as requested.
Essential Requirements:
-University degree in communication, information management, development studies or women's studies, post graduate qualifications preferred
-5-7 years experience in an international setting and working with local partners
-Proven management experience
-Knowledge and understanding of the dynamics of the Libyan and regional context
-Maturity, authority and competence in managing complex priorities
-Knowledge of, training in and experience working with women’s rights is required
- Proven ability in developing and coordinating advocacy strategies
-Excellent skills in representation, communication and diplomacy, and the ability to communicate effectively with a wide range of audiences
-Proven analytical skills and the ability to analyze a flow of complex information
-Dynamic, adaptable, autonomous, a good sense of confidentiality, a sense of initiative, an ability to plan own work and handle complex information issues
-Perfect command of computer, internet and MS Office
-Excellent oral and written communication skills in English; proficiency in Arabic highly desirable
-S/he must be willing to travel frequently and be prepared to spend extensive periods in the field.
