Background:

The Right to Education Programme in the Gaza Strip aims to support recovery efforts in the educational sector in Gaza through reconstructing, rehabilitating and building-better what was destroyed in the latest war against Gaza this past July/August 2014, increasing the capacity for mental health care in Gaza and by restoring the hope of youth for increased prospects of employment through e-work. The proposed programme provides an unprecedented opportunity to respond to the recovery of the education sector in a holistic manner, integrating emergency responses into a sustainable and scalable development intervention. The Right to Education Programme will allow over 600,000 Palestinian children and youth to regain equitable access to quality education and its completion in an inclusive child-friendly learning environment by 2016.

The Programme is supported by Education Above All’s Al Fakhoora programme. Education Above All (EAA) is a global initiative founded in 2012 by Her Highness Sheikha Moza bint Nasser of Qatar. EAA’s aim is to build a global movement that contributes to human, social and economic development through quality education and other welfare programmes and initiatives. With a particular focus on areas affected by poverty, conflict and disaster, EAA champions the needs of children and youth and empower them to be active members of their communities. By meeting the demand for education, EAA equips them to support sustainable development and to nurture environments of peace, security, justice and prosperity.

UNDP aims to recruit three Project Coordinators for this ambitious program to provide the day-to-day coordination for successful implementation of the works with different stakeholders and partners. They will ensure the planned program activities are well coordinated to the level that secure successful implementation on the ground maintain the required standard of quality and within the specified constraints of time and cost. S/he cooperates with the Education program team, infrastructure unit and Gaza different other units to ensure proper progress and success of all projects’ activities.
UNDP/PAPP- is seeking a candidate to fill the position of Project Coordinators to follow the technical issues in the implementation of the infrastructure related activities including reconstruction and rehabilitation of damaged educational facilities, solar renewable energy as well as recycling of solid waste to improve environment and new multipurpose halls; under the guidance of the Head of the Infrastructure in Gaza office and the direct supervision of the Project manager (PM).  As this position is related to Education Program, namely, Right to Education in Gaza Strip, with an expected duration of Program Duration 24 months, the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the program.

Description of Responsibilities:
The Project coordinator will be required to manage the following specific tasks:
-Preparation of project’s Bill of Quantities (BOQ) and verification of prices based on market survey.
-Arrange weekly meetings with the contractors and draft MoM
-Liaise with stakeholders and relevant authorities (Ministry of Education and Higher Education, Municipalities, PWA and PENRA) in the implementation of the project and for obtaining any necessary permits.
-Prepare variation orders; negotiate with the contractor before approval by the head of the infrastructure unit, and PM.
-Assist the PM in the approval of materials and follow up the installation of the approved materials.
-Assist the PM with all data necessary for reporting to the donor as may be deemed required.

-Follow up of the daily site activities and leading eight UNV site engineers to maintain:
1-Daily, weekly and monthly reports about the development of works at the site and records of the contractor’s site personnel.
2-Supervision and monitoring of physical and financial progress against the set work plan including review all workshop drawings and as built drawings
3-Prepare the payment certificates and updates on site measurements versus BOQ on weekly basis. Follow up for all the required tests for materials, concrete or equipment.
4-Follow up on project schedule prepared and updated by contractors including coordination of activities and solving site problems.
5-Effective monitoring of access to materials, storage and distribution of coordinated materials during the project construction.
6-Close monitoring of the safety measures and labor (including respect of preventing child labor) for the different sites and report any incident to the PM.
7-Proper filing of documents and records related to the project including approval of materials.
8-Perform such other related duties as may be assigned by the supervisor.

-Monitoring the works Progress achieved through daily interaction and regular meetings with the Director or her/his delegate thus obtaining high quality of outputs;
-Maintaining accurate, quality and complete project documentation as well as timely reporting  identified in responsibilities
-Success in managing the project operational and technical flow of actions as per the client need by meeting all set standards.
-Maintain project implementation resources ensuring efficient project delivery as per the agreed plan
-Success in managing the budget in accordance with UNDP Financial Regulations and Rules and Policies to ensure there is no over expenditure
-Success in advising (if applicable) on operational and delivery issues of the project that facilitate effective, timely decisions and actions.

Qualifications :
Education:
- Bachelor of Science Degree in Civil Engineering.
Experience:
- Minimum of 5 years of experience in civil works and energy with specific 3 years’ experience in building construction projects;
- Excellent inter-personal, negotiation and team leading skills required;
Language Requirements:
- Fluency in Arabic and working Knowledge in English, written and spoken.
