PCU Coordinator


Background
 
The Palestinian Liberation Organization has received a grant from the International Development Association (IDA) in the amount of USD 39 million for the benefit of the Palestinian Authority to finance the West Bank Emergency Social Protection COVID-19 Response Project. This project will be implemented over 4 years by the Ministry of Finance (MOF) in collaboration with MoSD, MoL and PEF.
 
The Project’s development objective (PDO) is to provide cash support and short-term employment opportunities to vulnerable populations in West Bank and Gaza affected by emergency shocks including COVID-19. To achieve this PDO, the project will mainly cover three components; the first component is Emergency Cash Transfer Program for the West Bank and Gaza that aims to reach two groups of at-risk households: i) applicants for the new COVID-19 relief support launched by MoSD, MoL, and Ministry of Local Government, and ii) poor households already registered in MoSD’s CTP system. The second component Cash for Work in the West Bank (C4W) will provide Cash for Work sub-grants to selected NGOs to implement C4W subprojects employing the targeted vulnerable populations, of which at least 50 percent will be women; while the third component Capacity Building Project Management, Monitoring and Evaluation will support the PCU, MoSD, the MoL, and PEF with the management, monitoring and evaluation (M&E) of project activities.
 
An individual Consultant shall be selected in accordance with the World Bank’s procedures as specified in the World Bank’s Procurement Regulations for Borrowers under Investment Project Financing dated July 1, 2016 (“Procurement Regulations”).
 
Assignment Objective:
 
MOF is considering the appointment of a qualified PCU Coordinator, to ensure that activities under the project are implemented in accordance with the project operations manual and signed grant agreement and are conducted in a professional and transparent manner that complies with both the PA’s regulations and the World Bank’s guidelines. The Project Coordinator will be responsible for the overall coordination role of the various project activities with MOF relevant departments/units, other relevant entities and the World Bank.
 
Scope of Work
 
Under direct supervision of the Director General of  MOF International Relations & Projects, the selected PCU coordinator will be required to familiarize him/her self with all aspects of the running activities of the project in charge of processing all aspects of project coordination and management. 
 
To fulfill the objectives of the consulting assignment, the Consultant shall work in close cooperation with the staff of the MOF PCU and other relevant institutions as appropriate to carry out the following activities, and in particular will be responsible for:
 
Main tasks:
  • Ensuring adherence to the provisions of the Grant Agreement; 
  • Supervising and directing PCU staff in the performance of their respective duties and ensuring the efficient functioning of the unit; 
  • Monitoring and evaluating project activities and ensuring their coordination and integration with the relevant ministries, authorities and IDA;
  • Preparing an annual work plan and budget based on inputs form implementing entities before the start of the fiscal year; 
  • Preparing quarterly project progress reports (technical, financial and procurement) with inputs from the implementing entities; 
  • Ensuring maintenance of Project accounts and timely preparation of interim evaluations and financial statements;
  • Consolidating an Annual Report after the end of the fiscal year, summarizing the major outputs of the Project; 
  • Assisting the main entities in the project in the selection of consultants and specialists, the approval of their terms of reference and administration of their agreements/contracts, and making necessary arrangements for briefing consultants and specialists and obtaining the bank’s no objections whenever needed as per the signed agreement;
  • Reviewing and approving or arranging for the review and approval by the appropriate authorities, of all reports, plans, specifications and other material related to the project; 
  • Making necessary arrangements for the calling of bids, evaluations and awarding of contracts relating to the Project and obtaining the bank’s no objections whenever  needed as per the signed agreement; 
  • Liaising between MOF, the World Bank, and the implementing agencies to ensure efficient implementation, and communicating implementation problems/obstacles to the relevant body, and coordinating solving them;
  • Responding to any request for information on the project by the relevant PA and Bank counterparts and handling communication with counterparts in timely manner.
  • Organizing and administering, in consultation with appropriate authorities of any technical assistance, training or fellowship programs included in the Project; 
  • Performing other duties as may be assigned by the designated MOF.

Job Requirements
Minimum Required Qualifications
  • At least Masters Degree in Business Administration or any related field
  • At least 5 year professional experience, with specific expertise in similar donor-financed projects. 
  • Knowledge of the PA regulations and the World Bank’s guidelines is a plus.
  • Has self-initiative, is dynamic in establishing relationships hardworking, and capable of working well in teams, and managing teams;
  • Strong supervisory, interpersonal and staff support skills. 
  • Fluency in English and excellent report writing.
  • Excellent computer skills. 
  • Ability to work under pressure within team work arrangement.
  • Ability to transfer knowledge to the PCU staff.
Time Frame and Contract 
The duration of the assignment is one year-renewable as needed.
