AECID CAP3 2900 – Local Project Coordinator
Position: Project coordinator
Project Title: Supporting the health services in primary health, psychosocial care, physiotherapy and social work in the post-conflict rehabilitation process at community level in benefit of 10.851 women and men in the Gaza Strip.
Implementing organization: Palestinian Medial Relief Society
International Partner: MPDL/SI consortium .
Duty Station: Gaza Strip, Palestinian Medical Relief facilities
Duration of Appointment: 9 months with possibility of extension subject to funding and performance
Expected Starting Date: Immediate
Salary: 700 Euros or higher according to experience

This post is a MPDL/SI consortium assignment to support the CAP-AECID Health Emergency Project in Gaza, Occupied Palestinian Territory. The duties associated with this post will be carried out within a framework of strong commitment and engagement.
AECID CAP3 2900 has an initial duration of 9 months with the primary objective of facilitating and improving access to health, particularly among the most affected and vulnerable populations in the post-conflict rehabilitation process. The action will mainly target families with children affected by disabilities after the Cast Lead war in Gaza, in January 2009. This will also contribute to the
institutional strengthening of the local partner, the Palestinian Medial Relief Society, PMRS.
DUTIES & RESPONSIBILITIES

Working closely with the partner organization, the Project Coordinator will have the following key
duties and responsibilities:

-Perform the planning, development and implementation of all project activities foreseen in the
project logical framework, in coordination with PMRS/MPDL/SI project managers;
-Preparation of project reports, evaluations, surveys, means of verification and other project
documents, including monthly work-plans and reports, budgets, annual project reports, and
other preparation for tri-partite review meetings following the donor regulations;
-Draft Terms of Reference and logistical arrangements for procurement procedures, workshops, outreach activities planning, needs assessments, etc.;
-Draft, coordinate and monitor the implementation of the outreach team field activities;
-Provide substantive briefings and other assistance as required to PMRS/MPDL/SI Project
Managers, by monitoring the overall project’s activities and provide technical and financial
evaluation in order to facilitate the best communication between the implementing partners;
-Ensure linkages between the PMRS project and design of other related MPDL/SI projects;
-Assist with routine systematic monitoring and evaluation activities (e.g., monthly project
meetings) in close consultation with MPDL/SI Project Managers;
-Act as focal point for all partners (communities, beneficiaries and all local organizations involved etc;
-Assist in strengthening the management skills of the project team, including their abilities to
develop effective financial, administrative and managerial procedures for project implementation according to donor regulations;
-Assist in drafting project proposals and other documents for donor support for the project.
-Organize staff movements and monitor the security situation in all project areas;

QUALIFICATIONS REQUIRED
-Bachelor degree in medicine, nursing, business administration or similar background (Master
public health is an asset)
-Sound knowledge of Humanitarian Principles and accountancy skills
-Knowledge of Project Cycle Management and Logical Framework methodologies
-Knowledge of Community based rehabilitation principles
-Knowledge of sustainability strategies
-Knowledge of conflict resolution strategies
-At least 3 years practical work experience in the NGO sector, including experience in the health
sector.
-Experience in coordinating team and monitoring activities implementation
-Strong communication skills Fluent both in English and Arabic. Spanish will be an asset
-Good administrative and accountancy skills
-MS Office Package skills
-Ability to work in a team and under pressure
-Driving license (Asset)

TECHNICAL SKILLS ASSESSMENT SYSTEM:
the candidates will be required to perform three technical skills test, focused in Logical framework knowledge, budget tracking in spreadsheets and Beneficiary selection accountancy.
