2-Background

Over eight months after the 50-day war of July 2014 ended with a ceasefire, the situation of children and adolescents in Gaza remains dire. Children were exposed to unprecedented levels of violence and destruction with 540 children killed, 2,956 injured and many struggling with life-long disabilities.

The recent conflict has had a tremendous impact on the education facilities. According to MOEHE reports, at least 281 schools (92 UNRWA and 189 government schools) were damaged, of which two government schools have been completely destroyed. Considering that prior to the crisis Gaza already faced a shortage of over 200 schools and two-thirds of schools operated on double shifts, destruction sustained during the war places significant constraint on the education system to provide quality education to all children.

As a result of the escalation of hostilities in Gaza in July and August 2014, a baseline analysis indicated that at least 373,000 children require direct and specialized psychosocial support on the basis of families who have experienced death, injury or loss of home. The Child Protection Rapid Assessment conducted in September 2014 found that the psychosocial wellbeing of children was significantly affected. 100% of respondents confirmed that there had been changes in children’s behaviour as a result of the psychological distress of the conflict.

3-Purpose of assignment
In partnership with al-Fakhoora, UNICEF is launching a project in Gaza aimed at rehabilitating schools, making them safer and child-friendly in view of improved learning environment; strengthening child protection networks and providing psychosocial support to children; engaging students so they can develop skills in civic leadership, advocacy and social media and raise awareness on the challenges they face in their daily lives.
The latter outcome will rely on: a student school design team; a virtual exchange platform (‘Virtual Majlis’) linking students in Gaza and Qatar; social media clubs in secondary schools; a student advocacy core team. Students will engage in community initiatives and a communication and advocacy campaign, using social media and other channels. This will contribute to positive change, while providing youth with skills that can be maintained, for the benefit of their communities and society beyond the time frame of the project.

The Project Coordinator will be contracted to implement and oversees the activities of:
1-School design competition;
2-Virtual Majlis;
3-Adolescents initiatives; from the design and planning stage to their completion, including the cooperation with partner organizations. The Project Coordinator will manage and train 10 Al Fakhoora project aids who will be engaged on the Virtual Majlis (5 project aids) and on the Adolescents’ Initiative (5 project aids).

She/he will work with an Advocacy Coordinator, in charge of the advocacy / social media component of the project. The Project Coordinator will coordinate with the Advocacy Coordinator and the UNICEF Communication Officer/Gaza for the inclusion of the activities under her/his supervision into the communication and advocacy strategy and work plan; with the UNICEF Adolescent Officer for the coordination of the activities geared at the rehabilitation of schools ; and with the UNICEF Monitoring & Evaluation Specialist and the External Monitor, for the effective monitoring and evaluation of the activities under her/his supervision.

4-Duty Station:

5-Supervisor:

Education Specialist (P4), Gaza
(the Chief of Field Office in Gaza will serve as the interim supervisor until the Education Specialist is recruited)

6-Major tasks to be accomplished:

a)In close consultation and guidance from UNICEF staff working in Education, Adolescents, Communications, Child Protection, Monitoring and Evaluation, and Management, ensure smooth, timely, quality and effective implementation of the following activities:
I-School Design Competition:
a-Oversee the application and selection process of the school design teams. Oversee, coordinate, and manage Al Fakhoora students engaged in the teams

b-Design, develop and deliver training workshops to Al Fakhoora students;
-Induction workshop
-Team building/collaboration workshop
-Art and creative skills workshop.

c-Provide them with guidance and support throughout the duration of programme, allocate dedicated project coordinator regular follow up meetings with students.

d-Support the Monitoring & Evaluation of the activity
e-Support the Social Media team for the social media and visibility coverage

II-Virtual Majlis (dialogue platform)

a-Coordinate, guide and supervise the Al Fakhoora Virtual Majlis team: 5 people in total, including 5 project aids. Facilitate the VM team to design & coordinate a VM programme for a younger audience, including:
-Design & deliver pre, mid & post workshops;
-Creative thinking
-Problem solving
-Collaboration across networks
-Chose relevant topics to fit into vision/ theme
-Facilitate VMs (total 6 sessions)

b-Provide students with guidance and support throughout the duration of programme, conduct regular follow up meetings with students.
c-Support the Monitoring & Evaluation of the activity
d-Support the Social Media team for the social media and visibility coverage

III-Adolescents’ Initiatives

a-Coordinate, guide and supervise the skills enhancement activities for adolescents implemented by the partner organization
b-Coordinate, guide and supervise the planning and implementation of adolescents’ initiatives, managed by the partner organization
c-Provide students and partner organization with guidance and support throughout the duration of the programme, conduct regular follow-up meetings with students and partner organization
d-Support the Monitoring & Evaluation of the activity
e-Support the Social Media team for the social media and visibility coverage

IV-Assist in drafting and collation of project inputs for donor, including donor reports and other requests for information.

V-Assist in other project related tasks as needed.

Gender equality, social inclusion, environmental protection should be understood as a cross-cutting component of all aspects of the tasks delivered by the project coordinator.

The coordination of the activities shall be based on a rights based approach and as participatory as possible to ensure that ownership, buy-in and teamwork are achieved throughout the process. In line with the UN Standards of Conduct in the International Civil Service, all those working with the United Nations will aspire to conduct high quality and ethical work guided by professional standards and ethical and moral principles.


7-End Products

The Project Coordinator is expected to:
- collect, consolidate and edit inputs and information from the field (received by partner organizations) in coordination with other programme officers;
- provide inputs to the overall project reporting mechanism, including donor reports, M&E reports and humanitarian reports (e.g. monitoring reports; progress/donor reports);
- submit monthly progress reports on the implementation of her/his task as per her/his ToRs, as well as progress under the project, constraints, opportunities, recommendations and plans for the following month.

8-Other Responsibilities:

UNICEF will be responsible for
i)quality oversight of the implementation of the project as per approved DIP;
ii)overall Monitoring and Evaluation and reporting;
iii)liaising with donor and governmental partners;
iv)supporting the Project Coordinator with the information and materials necessary to carry out her/his tasks;

The Project Steering Committee, will provide technical guidance and facilitate access to the Project stakeholders and beneficiaries.

9-Ethical Issues

The contractor shall complete the assignment with due diligence, efficiency and economy, in accordance with generally accepted professional techniques and practices.
The contractor must respect the impartiality and independence of UNICEF and the United Nations and in connection with this contract must neither seek nor accept instructions from anyone other than UNICEF. In particular, but without limiting the foregoing, the contractor (a) will conduct him/herself in a manner consistent with the Standard of Conduct in the International Civil Service; and (b) will comply with the administrative instructions and policies and procedures of UNICEF relating to fraud and corruption; information disclosure; use of electronic communication asset; harassment, sexual harassment and abuse of authority; and the requirements set forth in the Secretary General’s Bulletin on Special measures for Protection from Sexual Exploitation and Sexual Abuse.
The contractor must respect the confidentiality of materials and persons she/he will be exposed to during the performing of her/his tasks and must act according to the best interest of human beings, particularly children and vulnerable groups.

10-Time Frame/Duration:  

June 2015 - April 2016 (with possible extension, with one month break between two contracts)
The duration includes a probationary period of 6 months, out of an 11 month contract.


11-Qualification/Special Knowledge/experience:

Education: Advanced University degree in social sciences, child protection, education, social work, communication or a related field

Work Experience: At least 5 years of experience in project coordination, education, work with adolescents, communication, in humanitarian/volatile environment.

Language Skills: Fluent oral and written Arabic and English is compulsory

Technical/Interpersonal skills:
-Knowledge of social media, internet, Microsoft Office or Mac OS (Word, Excel, PowerPoint or similar);
-Previous experience in humanitarian settings, incl. Gaza;
-Strong communication and interpersonal skills;
-Willingness & ability to work in difficult environments, in often stressful time-critical situations;
-Able to work in or with a multidisciplinary team;
-Cultural and gender awareness and sensitivity;
-Capacity to arrange all the logistical arrangements for project aids, training and actual field work;
-Flexibility, adaptability, result-orientation;
