DVV International is the Institute for International Cooperation of the German Adult Education Association. The Association is the umbrella organisation of around 1000 Adult Education Centers in Germany. Its Institute for International Cooperation DVV International is engaged in over 40 countries worldwide fostering Youth and Adult Education for development.
DVV International started cooperating with partners in the Middle East in 2009. The Regional Office opened in Jordan (Amman) in 2011. The Country Office in Palestine (Ramallah) was established in 2012, followed by a branch office in the Gaza Strip in 2013.
Facing widespread unemployment especially among people under the age of 25 all over the region, DVV International – together with its partners – strives to empower youth and adults to unfold their potential and engage in economic, political and social life in their community.
Apart from the work in Jordan and Palestine, DVV International supports regional and international networking all over the Arab World.

Tasks for the evaluation
-Preparation of instruments for conducting evaluation: working out questions for individual interviews, focus-group research, etc.
-Studying project documents
-Visit of selected partners
-Interviewing with project staff and experts
-Briefing of main findings with DVV International and project partners
-Reporting

Duration
The evaluation will take place between 26/4/2015 – 1/6/2015.
Qualification and experiences required
-Relevant experience of project evaluation;
-Relevant experience of evaluation of EU grants and funded projects;
-Familiarity with thematic area which is the subject of this evaluation;
-A proven understanding of organizational development issues;
-Familiarity with different methodologies for evaluation;
-Demonstrable experience of working with/evaluating NGO work;
-Ability to write concise, readable and analytical reports and understanding of public communications;
-Demonstrable relevant experience with participatory evaluation methods with beneficiaries.
